Dear Sir or Madam,

I am interested in the following information and statistics in
respect of Continuing Healthcare within the Southend, Essex and
Thurrock PCT over the past two years up until 31st March 2009.
Preferrably, I would like the informatin on a month by month basis.

1. How many people receive continuing health care funding?
1.1 How many people are receiving health led services?

2. What is the population area of the PCT? Also the population and
age of Recipients of Continuing Healthcare up until 30.03.2009.

3. How many applications for Continuing Health Care were made?

3a How many were presented by patient, family or others in person
to Panel?

4. How many were accepted?
4.1 How many were rejected?

5. How many rejected ones were appealed against?

6. How many appeals were then referred onto the ombudsman?

7. Of those referred to the ombudsman, how many were then rejected?
7.1 How many were accepted?

Dear Ms Gillman,

I am sorry for the delay in responding to your Freedom of Information
request received on 16^th April 2009.  Unfortunately this information is
not readily available and I have now been informed that in order to
collate this information for you it would take a member of staff at least
3 days to put together.  It is for this reason that I must advise that
should you still require this information NHS South East Essex would have
to make a charge of £25 per hour for each hour spent collating this
request.  We estimate this cost to amount to £600.  If you would still
like to proceed with this request please forward a cheque to this value
made payable South East Essex PCT and we will commence our investigations
on receipt of this amount.

Once again I do apologise that this information was not relayed to you
sooner.

Dear Davis Deborah (5P1) South East Essex PCT,

I would be obliged if you could forward the information collated
for another recent investigation (possibly already paid for) which
reported one of the reasons the Primary Care Trust failed to grant
a higher percentage of applications for Continuing health-care
funding to people, during the time I have previously specified, was
partly due to the quality of the assessments? I would like to know
how many went to appeal? Would you please forward this information
, which I believe would take as much time, or money as asked as
only 1 question.
Any other readily available information would also be useful.
In response to your demand for £600 to met my original request I
will seek funds to facilitate this.

I take it an internal review is occurring and await the outcome,

We are going through an assessment at the moment and I have had to do my o wn research into NHS Continuing Care and digest the framework, the decision and assessment tools in order to get them to acknowledge it existed. We go to the MD Team on Monday so will keep you informed of how it goes. Our PCT is down at 141 in the league table with a ratio of 1.1

Good Luck with your request and it is appalling that they are charging for this

I have recently received a link via the charges/costs for my
original request and would have appreciated a response asking me to
limit the information I required. Please accept this as a request
under the freedom of information act for the figure of "how many
refused applications in the year 2008 - 2009 went to appeal within
the 10 days (given on receipt of the letter stating the panels
decision outcome) by patients or their families?" I am hopeful this
information will be readily available and not prove to time
consuming or costly.

Our request for NHS Cont. Health Care was granted in July 2009(for a 3 month period initially}. The meeting and pre meeting were quite initimidating. I am so glad I had done my research into the framework, as I was abled to ensure that our loved one's needs were assessed in line with the wording of the criteria for each domain. Did you know that 'cogniscance' as a domain covers dementia/alzeimers. They don't readily tell you that. These patients are often given a MMHE assessment and if their score is below 17 out of 30 it is classed as severe. Our loved one scored 6, which meant their 'cogniscance' domain had to be classed as a high priority. I am sure if I hadn't been able to argue this point, this domain would have been dismissed as just old age.
I am unable to get any additionaly info from our PCT on numbers refused.

Thank you for your amended request for Information under the Freedom Of
Information Act.

Your specific request was as follows:-

How many refused applications in the year 2008 - 2009 went to appeal
within the 10 days

(given on receipt of the letter stating the panels decision outcome) by
patients or their families?

I can confirm that NHS South East Essex does receive notices of intent to
appeal within that time, but to date, we are not aware of any which has
been returned to panel within the 10 day time frame.

We do not register intent, as many cases will not progress beyond local
resolution - explanation of criteria or clarification of information
viewed etc. We would only log formal appeals after local resolution.

I hope this information is helpful to you, however, if I can be of any
