Dear Mr Norris
Your request for information on Contingency Fund
We have now considered your request and unfortunately we do not hold the
information that you have asked for.
The City Council does not have or hold a Contingency Fund. As part of the
overall budget setting process consideration is given to providing a
contingency allocation for any unplanned or unforeseen events. This is of
particular significance and importance given the huge reduction in funding
and re-organisation necessary due to Central Government’s austerity
measures. The 2011/12 budget was agreed by City Council on 24^th February
2011 and can be seen by clicking the following link:

[1]Financial Strategy 2011/2012 - 2012/2013 - Stoke-on-Trent City Council

Any expenditure charged to contingency is done so on an exceptions basis
and agreed by the Section 151 officer. Unforeseen pressures that arise
throughout the year that may require funding from contingency are flagged
up at the earliest opportunity with reallocation been made to the
appropriate areas if the pressure is deemed to be outside the control of
the service department. The contingency allocation is part of the general
fund and as such, is not held in a separate account. Therefore there are
no withdrawals from or deposits to a Contingency Fund.

The total amount held as a Contingency, taking into account potential
commitments, as at 1^st December 2011 is £1.168m.

The information supplied may be used for domestic or journalistic
purposes. Its use for commercial gain may be subject to the issue of a
licence under the Reuse of Public Sector Information Regulations 2005.

If you have any queries about this email, please do not hesitate to
contact me.
If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to: Freedom of Information and Data Protection Manager,
Chief Executive’s Directorate, Civic Centre Floor 4, Glebe Street, ST4 1HH
or email [2][Stoke on Trent City Council request email].

If, after contacting us, you are not content with the outcome, you may ask
the Information Commissioner for a decision. Generally, the Information
Commissioner cannot make a decision unless you have already used our
appeal procedure. The Information Commissioner can be contacted at: The
Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow,
Cheshire, SK9 5AF.

Dear Mr Norris,

Thank you for your email concerning your recent Freedom of Information Request.

In your initial request you appeared to be asking for information relating to the authorities contingency fund. Our response explained that "The City Council does not have or hold a Contingency Fund. As part of the overall budget setting process consideration is given to providing a contingency allocation for any unplanned or unforeseen events." This then allowed you to be more specific in your next request on the same subject, therefore a new request has been logged. The City Council now has the statutory 20 working day deadline to respond to your request.
