Dear South Northamptonshire Council,
I am informed via correspondence with Paul Calland, managing
director of South Northants Homes, that in 2007 SNC commissioned a
company called Rand Associates to review, update and re-appraise
work undertaken for the council in 2006 by Enterprise BWNL. (The
pertinent report by Enterprise BWNL is in the public domain and is
entitled "FEASIBILITY STUDY INTO THE OPTIONS FOR
HIGH INVESTMENT NEEDS PROPERTIES".) I have tried to find a copy of
the Rand Associates report for SNC without success.
Please forward me directly a copy of this report in either MS Word
or PDF format. Thank you.

Dear Ms Harris,
Thank you for your acknowledgement on August 24 of my request for
information under the Freedom of Information Act. As I understand
it, public authorities have a legal duty to respond promptly to
such requests. Even if you cannot be prompt, your own published
service levels state that you will "normally" respond within 20
working days.
The stipulated 20 working days have now passed since your
acknowledgement of my request but I have yet to receive any further
information from you. I would be grateful, therefore, if you would
proceed with an Internal Review in the hope that this will expedite
matters. If I do not receive a satisfactory reply within the next
20 working days, I will advise the Information Commissioner
accordingly.

Dear Admin, CCC,
Please note that according to the Freedom of Information Good
Practice Guidance No. 5 published by the Information Commissioner's
Office, South Northants Council is not handling my request
correctly. I draw your attention in particular to the following
extract from the guidance document:
"...the Commissioner considers that a reasonable time for
completing an internal review is 20 working days from the date of
the request for review. There may be a small number of cases which
involve exceptional circumstances where it may be reasonable to
take longer. In those circumstances, the public authority should,
as a matter of good practice, notify the requester and explain why
more time is needed."
Despite your acknowledging receipt of my request for an internal
review well over 20 working days ago, I have yet to receive a
proper response to that request from the council. Nor have I
received an explanation of why more time is needed.
Needless to say, if I do not receive a satisfactory response from
the council to my request in short order, I will have no hesitation
in making a complaint to the Information Commissioner.
