Dear Allerdale District Council,
I am writing with respect to the Derwent Forest Site. I recently
came across the following press release:
http://www.cumbria.gov.uk/news/2009/june...
I am concerned to hear that the site contains significant ground
contamination, asbestos cement and spoil heaps. In addition, the
site also contains running water in the form of streams.
I wonder if there is a site map detailing the contamination and the
location of such contamination that concerned members of the public
may have access to. It is not enough simply to say that the site is
contaminated, as I wish to verify for myself the sources and
locations, what they are and whether they present a danger to
anyone (e.g. polluted watercourses, airborne asbestos, etc).
I wonder if it is also possible to get some form of timeframe for
when the asbestos cement will be removed (and any other
decontamination) as well as the results of the ecological survey.
Yours faithfully,
Dr M A Khan

Dear Dr Khan
Environmental Information Regulations - Information Request
Thank you for your request for information on contamination on the Derwent
Forest site. This was dated 28 August 2010 and received on 31 August 2010.
The request has now been considered and the response is attached and
below. I apologise for the delay in getting this to you.
You asked:
I am concerned to hear that the site contains significant ground
contamination, asbestos cement and spoil heaps. In addition, the site also
contains running water in the form of streams.
I wonder if there is a site map detailing the contamination and the
location of such contamination that concerned members of the public may
have access to. It is not enough simply to say that the site is
contaminated, as I wish to verify for myself the sources and locations,
what they are and whether they present a danger to anyone (e.g. polluted
watercourses, airborne asbestos, etc).
I wonder if it is also possible to get some form of timeframe for when the
asbestos cement will be removed (and any other decontamination) as well as
the results of the ecological survey.
The information supplied was provided by our Environmental Health and
Property Services departments.
You will find attached (and in subsequent emails) a number of documents
which provides the information requested. I understand that there is no
such "contamination map" as such, however, the reports attached provide
information on aspects of the site and include location maps where tests
were carried out on both the ecology, geology and contaminants.
Also included is the Asbestos Management Plan. Our Environmental Health
department has advised that dealing with asbestos cement on the site is
incorporated into the asbestos management plan. The plan identifies which
buildings contain asbestos cement and how we should manage the asbestos
according to risk. In some cases the asbestos cement has been or is to be
removed but in others the plan is to manage in situ and not remove until
the risk assessment identifies that this is the most appropriate course of
action.
I understand that the site is fenced of and regular security patrols are
made to keep the site secure.
Further information on the site can also be found at:
[2]http://www.allerdale.gov.uk/business/reg...
I hope this satisfies your enquiry, however if you are dissatisfied with
the information provided please contact the Information and Records
Officer within two months of receipt of this letter at Allerdale Borough
Council, Allerdale House, Workington CA14 3YJ, phone (01900) 702701, email
[3][Allerdale District Council request email]. We will then make an internal review of the
decision.
You can also complain to the Information Commissioner at: Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
5AF, Telephone: 01625 545745; [4]www.ico.gov.uk. Generally the ICO cannot
make a decision unless you have exhausted the complaints procedure
provided by Allerdale Borough Council.
