Dear Sir or Madam,

In connection with Contact Point and N.R.U.C [1] can you please
email me an electronic copy of the following information:

1) Any information held that confirms that a link has been created
between N.R.U.C and Contact Point and what form this link is or
will be taking.

1.1) Copies of any correspondence, memos, minutes of meeting,
emails-and-attachments, between the IT provider www.esprit-is.com
and the providers of N.R.U.C www.nruc.gov.uk, specific to anything
linking N.R.U.C and Contact Point.

1.2) An outline of the costs and budgets assigned to carry out this
work and a copy of any related contracts.

Many public authorities release their contracts with private
vendors in line with the Freedom of Information Act.

The exemption for commercial interest under the Act (section 43) is
a qualified exemption, which means information can only be withheld
if it is in the public’s interest. The public have an interest in
knowing the terms of contracts awarded by public authorities,
whether or not public money changes hands immediately.

If you are relying on section 41 (the exemption for legal breach of
confidence) then I would like to know the following:

· When these confidentiality agreements were agreed
· All correspondence and email in which these confidentiality
agreements were discussed.
· The precise wording of the confidentiality agreements

please state that you have done so because no other format, such as
a, b or c above, are available.

Please ensure any electronic disclosures are absolutely free of any
Document Restrictions and Encryption or Passwords, as this is
likely to render them less usable on a general basis and more
specifically, inaccessible to Assistive Technology.

Please do not send any information in compilation archive formats,
such as .zip.

Providing correspondence and disclosed information via these means
will also help ensure that text based information is accessible for
use with a Screen Reader or a Magnifier for none text based
information.

Thank you for your request for information, which was received on 5 May
2009. I am sorry for the delay in replying. You requested:

1 Any information held that confirms that a link has been created
between N.R.U.C and Contact Point and what form this link is or
will be taking.

1.1 Copies of any correspondence, memos, minutes of meeting,
emails-and-attachments, between the IT provider www.esprit-is.com
and the providers of N.R.U.C www.nruc.gov.uk, specific to anything
linking N.R.U.C and Contact Point.

1.2 An outline of the costs and budgets assigned to carry out this
work and a copy of any related contracts.

I have dealt with your request under the Freedom of Information Act 2000.
A copy of the information that we hold is attached to this email. This
consists of:

. Submission from NRUC to DCSF seeking funding to enable NRUC to
supply information to ContactPoint

. A paper to the senior management team in the ContactPoint
project seeking authorisation to release the funds for the grant

. Detailed grant letter

. Project initiation document

. A letter of variation to the grant

. Records of meetings in December 2007 and January 2008

I have withheld the names and contact details of the officials named in
these documents because I consider them not to be integral to your request
and therefore out of scope. Throughout these documents I have replaced
names and contact details with "DCSF OFFICIAL", "NRUC OFFICIAL" etc. to
retain the context and structure of the documents. The detailed grant
letter is only available as a pdf document which I am unable to edit, so
names in that document have been struck out.

I can confirm that the link between NRUC and ContactPoint has not yet been
created, but you will see from the attached documents that this work is
underway and funding has been granted for this work. Details of the
funding assigned to carry out this work can be found in the detailed grant
letter. Any other contracts for this work are between Esprit and
Westminster City Council and are not held by us.

I would also like to clarify that while NRUC will supply information to
ContactPoint, the flow of information is one way only. ContactPoint will
not supply information to NRUC, nor will it pass information supplied by
NRUC to any other system. By law ContactPoint can only hold limited and
basic information such as name, date of birth, gender, contact details for
all children in England up to their 18^th birthday, their parents and
carers and services working with a child. ContactPoint does not contain
any sensitive case information (such as case notes, assessments, or exam
results).

The information supplied to you is protected by the Copyright, Designs and
Patents Act 1988. Any documents produced by government officials will be
covered by Crown Copyright. You are free to use the information for your
own purposes, including any non-commercial research you are doing and for
the purposes of news reporting. Any other reuse, for example commercial
