Dear Bamber Donna (CLPCT),
I would like to request an internal review in that I find it
extremely difficult to believe that the PCT does not correspond
routinely with at least some of these practices using email, and
accordingly I feel that email addresses are likely to be held by
you.
Yours sincerely,
David Johnson

Dear Mr Johnson
Re: Freedom of Information Internal review
Ref No: 161
I am writing to confirm that the PCT has now completed an internal review
of the decision given in reference to your Freedom of Information request
dated 26 December 2008.
Following the internal review the PCT has reached the following
conclusion:
NHS Central Lancashire does not hold generic e-mail addresses for General
Practices within its area. The only email addresses held by NHS Central
Lancashire are for individual practice members of staff. As our GP
Practices are independent contractors and not members of staff employed
directly by NHS Central Lancashire this information would need to be
obtained from them directly.
If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner (ICO) for a decision. Generally,
the ICO cannot make a decision unless you have exhausted the complaints
procedure provided by NHS Central Lancashire. The ICO can be contacted at:
The Information Commissioner's Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.
If you have any queries about this letter, please do not hesitate to
contact me and quote the reference number 161 in any future
communications.
Yours sincerely

Dear Bamber Donna (CLPCT),
The fact that the email address held is not 'generic' in nature is
immaterial; provided the email address used is used in the course
of business (e.g., is not a personal email address such as hotmail)
it is subject to disclosure under the FoIA.
I have nontheless referred your refusal to disclose to the ICO.
Yours sincerely,
David Johnson
