Dear Local Government Association,
The extract below seems to represent a consultation of sort which
generates the following queries I hope you can clarify:
In what way is it a 'consultation'?
Is this aimed at residents or planning stake-holders?
What are respondents asked to do in this consultation, and what is
assumed I know and understand about the framework within which
comments are sought?
Bearing in mind that this 'consultation' is emblematic of
consultations that form the basis for future planning laws, in what
way is this not a box-ticking excercise?
What measures/LGA advice to officers is available to make these
consultations (and feedback) accessible to ordinary residents, the
people most likely to suffer the impact of planning laws rather
than the people most likely to benefit from them such as developers
and/or the Council? Thank You.
"LDF Core Strategy DPD - Core Policies and Development Management
Policies for consultation.
The Council is seeking views on the Core Policies and Development
Management Policies which will form section 3.1 of the Core
Strategy DPD. To view section 3.1 (including the draft policies)
please click on the link below.
Your views are sought on very specific questions that the Planning
Inspector will consider later this year at the public examination
of the Core Strategy. The Planning Inspector will be assessing the
'Soundness' of the document so as to determine whether or not it
can be adopted and used by the Council in making planning
decisions.
This stage of consultation is not a statutory requirement and, so
as to not delay the timetable for the Core Strategy's preparation,
is only for a short period - from Monday 8th March 2010 until
Wednesday 24th March 2010. The Council has only produced this
document in an online format and therefore no hard copies are
available and it has not been placed on deposit at the usual
deposit locations. Additionally, because of the limited time
available, there can unfortunately be no flexibility in relation to
the end of the consultation period. After the consultation period
is ended the Council will consider whether or not to formally
publish the Core Strategy and subsequently submit it to the
Government.
The Core Strategy is required to be justified by a sound evidence
base. A number of evidence studies which are not available
elsewhere have been made available on the 'Supporting Documents'
tab below. "

Dear Brigitte
Thank you for your request for information made under the Freedom of
Information Act 2000 (FOIA) on 11 March 2010. Please note that the LGA
is not covered by the provisions of the Act, but we always try to deal
with such requests within the spirit of the legislation.
Your request appears to be in relation to a consultation carried out by
Stockport Metropolitan Borough Council (looking at the link you have
provided). I refer to your requests for information in order;
In what way is it a 'consultation'?
It looks as though this is published on their website in a section
called the consultation portal. I havent looked at other parts of this
portal, but I imagine they have some sort of a feedback option on here
where members of the public can comment on planning issues.
Is this aimed at residents or planning stake-holders?
You will need to ask Stockport MBC this. The link you have provided does
not state who it is aimed at
What are respondents asked to do in this consultation, and what is

Looking at that webpage, it appears respondents are asked to comment on
the Policies stated on the page. It seems to give a number of supporting
documents to back up their Strategy, all accessible from that same page.
Bearing in mind that this 'consultation' is emblematic of consultations
that form the basis for future planning laws, in what way is this not a
box-ticking excercise?
The wording on that page states that "This stage of consultation is not
a statutory requirement", so I suspect the council is giving members of
the community an opportunity to respond to their proposed strategy.
Again, for a definitive answer, you might be best approaching the
council direct.
What measures/LGA advice to officers is available to make these
consultations (and feedback) accessible to ordinary residents, the
people most likely to suffer the impact of planning laws rather than the
people most likely to benefit from them such as developers and/or the
Council?
