Currently overdue a response from Greater Manchester Passenger Transport Executive. By law, the response had to be prompt but no later than 19 August 2008. They are 105 days late, you can complain by requesting an internal review.

Dear Sir or Madam,

Under the Freedom of Information Act I am making the flowing
request(s);

In the proposed Congestion Charge plan a) What is the estimate cost
or outlay of transponder/tag to a motorist?

It does seem that from other information a deposit scheme. In which
case b) What is the cost to GMPTE for each transponder/tag?

It also seems un-practical for an a motorist who is visiting or
only travels a low number of times (say 1-3 times a year) into the
city centre to acquire a transponder/tag c) What arraignments are
been made to tackle this issue?

In recent studies it appearers that 'secure' transponders like the
UK passport RFID, oyster cards and contactless keycards are not as
secure as first designed and can be tricked into leaking data d)
What precautions will there be on unauthorised 3rd party monitoring
(technical documents will be fine for this response)

Dear Chris,

Thank you for your e-mail regarding the Greater Manchester Future Transport proposals. Please find responses to your queries regarding the cost and operation of the tag and beacon system below.

A) What is the estimate cost or outlay of transponder/tag to a motorist?
Users will be provided with a tag free of charge.
B) What is the cost to GMPTE for each transponder/tag?
We have decided not to release this information, on the grounds that it is exempt from disclosure under s.43 of the Freedom of Information Act 2000. GMPTE considers that the release of this information into the public domain would be likely to prejudice its commercial interests. The reason for this is that GMPTE will, if the TIF package goes ahead, conduct a competitive procurement exercise or exercises for the implementation and operation of the charging scheme, and the effectiveness of these exercises would be prejudiced if GMPTE's anticipated costs for transponders/tags had already been disclosed. This exemption is subject to the public interest test referred to in the Act and we have considered the application of the test in this case. We have concluded that the balance of the public interest in this case lies with preserving the effectiveness of any future procurement exercise and have therefore decided not to disclose the information. However, I can confirm that the costs associated with the provision and administration of transponders/tags have been included in the charging scheme costs set out in the consultation information available at the Greater Manchester Future Transport website, to which a link is provided below.
You have a right to appeal against the GMPTE's decision in this case - if you wish to appeal, please let me know. If you remain dissatisfied with GMPTE's response you may appeal to the Information Commissioner at:-

C) What arrangements have been made for people who do not acquire a tag?
Automatic Number Plate Recognition (ANPR) cameras will support the operation of the scheme and be able to identify all vehicles crossing a charging ring. For those vehicles that are not pre-registered the system will identify the vehicle owners through matching the registration number plates with DVLA records. Where a charge is payable, this information will be used to present the vehicle owner with a demand for payment.
D) What precautions will there be on unauthorised 3rd party monitoring?
The congestion charging scheme has been designed with considerations of privacy in mind. This means that data will not be collected or stored unless it is necessary to meet the operational needs of the scheme. Furthermore, the access to that data will be strictly limited and subject to a process based on necessary access for operational and user requirements. The time period for data storage will be limited to the extent necessary to meet scheme operating rules.
Tags typically do not store any personal information, for example the tag could store a randomly allocated unique reference number. This number would be picked up by a charging beacon. Matching this number to the relevant account number would take place in a secure back office system. Consequently, in isolation the unique reference number would be useless to any third party.

A full consultation on the proposals began on 7 July and will continue until October 10th, and is being supported by detailed information about the package. The consultation will give everybody a chance to study the details of the package including the public transport improvements on offer, how the congestion charge will work, and will provide businesses and members of the public with an opportunity to have their say.

In July we will also be writing to every residential and business address in Manchester with information about the proposals and consultation. Thankyou for your reply.

I wish to clarify my request.

Question B refers to the total cost per tag (so including all cost
associated to like postage, administration). I believe this will
fall outside section 43 as it is an aggregated figure and no
individual company would be able to identify the cost of each
component of the aggregated figure.
