Dear Kent County Council,
Having searched for KCC on many company information websites, such
as Duport, Snoop4Companies and Dun & Bradstreet, it has come to my
attention that according to these websites, KCC is registered
company with Unincorporated Company number UC2092047.
I would like to know if Kent County Council is indeed an
unincorporated Company as this number claims and if so why is it
sold to the public as a local authority?

Dear Kent County Council,
Listed on Duport and Dun and Bradstreet is a company going by the
name of KENT COUNTY COUNCIL with UC number UC2092047. The
registered address is COUNTY HALL, MAIDSTONE.
Is it or is it not the case that KENT COUNTY COUNCIL, as registered
on the above sites, is the same local authority that I am paying
Council Rates to? If this IS the case, then it is my understanding
that a contract must be in existence for my person (MATTHEW COOPER)
and KENT COUNTY COUNCIL to engage in business.
Please provide me with evidence of the contract that exists saying
that MATTHEW COOPER must pay council tax to this corporation known
as UC2092047 KENT COUNTY COUNCIL.

If no response is made to this request by Wednesday 7th July 2010 I
will assume that it is the case that the council is a corporation
and will therefore assume that there is no legal contract in
existence between my person and KENT COUNTY COUNCIL. I will then
seek to take legal action for if there is no contract in existence
then I have no reason to continue paying council rates.

Dear Mr Cooper
Thank you for your request for information which Kent County Council
received on 24th June. We were anticipating providing a quick response to
your request which is why we did not email you an acknowledgement as is
our usual practice. Unfortunately lack of resources meant that this was
not possible and I appreciate that our failure to acknowledge your initial
communication (our acknowledgement sets out the latest date in accordance
with statute that you can expect a reply by which would have been 22nd
July) may have prompted your second email reminder as you may not have
been aware of 20-working day statutory timescales under the Freedom of
Information Act 2000.
Unfortunately you are being mislead by these websites. The fact that a
commercial business includes Kent County Council on their listings does
not make KCC a company, because it is not. KCC is a local authority.
Please see KCC's Constitution for the Council's role and how it operates.

There are dozens of businesses around willing to provide copies or
summaries of company financial reports for a fee, even though the same
reports can usually be obtained free of charge directly from the named
organisation. They also list non-companies on their websites, sometimes
identifying their non-company status and sometimes not. If you search some
of the sites with "Kent County Council" they come up with dozens of
irrelevent entries including addresses of individual schools, for which we
are only the Local Education Authority.
We note that reference UC2092047 is not recognised by the official
Companies House

companies search, and we have no idea what this reference purports to be.
KCC does have a few trading companies for the purpose of providing
services to other local authorities and public bodies. Active companies
are listed in our 2008-2009 Statement of Accounts on page 31. Our

Thank you for your response.
The number which I quote is a UC number, and to my knowledge this
type of number relates to an unincorporated company or association.
I have seen the number UC2092047 on Duport and Snoop4Companies.

Entering the number (UC2092047) in the 'company number' field at
the address above will give the result of a company operating from
COUNTY HALL, MAIDSTONE.

Entering the number (UC2092047) in the 'COMPANY NAME OR NO' field
at the address above will produce the same result.
My question is what exactly does this number mean? I can clearly
see that this is the UC number for KCC because it is the only
company located at the address given by Duport.co.uk.
Through other searches on these websites I have found many schools
registered with UC company numbers, for example, CHAUCER TECHNOLOGY
SCHOOL, with number UC8294.
These are to my knowledge schools funded by the council and I am
anxious to know the meaning of these numbers beginning with UC. Am
I correct in thinking they are numbers for unincorporated
associations which are basically unlimited companies that do not
need to be registered with companies house?

Thank you for your email.
I am afraid no-one at Kent County Council knows what this number means
either, or how it is generated, or by whom.
However, having "google searched" the definition of an "unincorporated
company", it does not seem to apply to KCC anyway. KCC is by definition a
Public Body, specifically a Local Authority. As a County Council, KCC
receives funding from central government and also from council tax
collected by district and borough councils which is then used to provide
public services.

Obviously, if no-one paid council tax, then the provision of public
services (for example education, social services, highways) would be

KCC's accounts are routinely published and are available free of charge
from our website so I'm not sure why anyone would want to pay money to a
commercial business for information that can be obtained from its source
for free. I assume that you have not approached Duport and/or
Snoop4Companies and asked them where these numbers have come from or where
they are getting their reports from or indeed what reports you will get if
you purchase one?
With regard to Chaucer Technology School in Canterbury, it is a
state-funded foundation school.

I would like to point out that I have never been on a Common Purpose course and I am not a Common Purpose graduate, so the source of Mr Rossiter's information which states I am, is either inaccurate or is referring to another Caroline Dodge from another organisation!
PS: the word "corporate" in my job title is to reflect the fact that I have a KCC-wide role with regard to the coordination of requests for information (as opposed to just supporting a particular dept/directorate) and has nothing to do with KCC's legal status.

KCC is by definition a
Public Body, specifically a Local Authority.
Yet we have G Wild in the middle of it willing to sell the council for a gold bar or maybe a nugget. We don’t know Kent legal status as the director of the department does work for anyone who will pay him a gold bar or equivalent currency.
Does this affect his judgment in other areas? HMMM
