Confirmation of Latest V5C Issue

Dear Driver and Vehicle Licensing Agency,
I have previously experienced no problem having the dvla confirm
that a V5C in my possession is the latest issue, I telephone 0300
790 6802, provide the VRM and Document reference number (DRN) and
the DVLA staff member with whom I speak has confirmed that the VRM
& DRN tally i.e. that they are consistent with the latest V5C
issued by DVLA.
please advise your policy toward such telephone requests for the
past 12 months.
It appears that the policy has changed recently; I was today
refused the confirmation, yet the data is available on-line
(assuming i have internet access at the time co requiring the check
undertaken).

Dear Mr Swift
Thank you for your e-mail of 25 January 2010 requesting information
under the Freedom of Information Act.
As your enquiry falls within the Agency’s day to day business, this
is being treated as ‘Business as Usual’ and not as a Freedom of
Information request.
Because there is an online facility to check if a Registration
Certificate (V5C) is the latest one issued, Contact Centre staff can
also provide this information. The caller must provide the vehicle
registration mark, make/model, document reference number and the date of
issue. While we can provide confirmation, we are unable to release the
reference number to the caller.
Nothing has changed with regards to the way these enquiries are handled
and I am sorry that you were refused confirmation when you recently
telephoned. To ensure a consistent approach, all staff have been
reminded of the correct procedures.

Thank you for this.
I am aware there is an online facility to check if a Registration
Certificate (V5C) is the latest one issued. I have only ever been
asked to provide the vehicle registration mark, make/model,
document reference number. I have never been asked to supply the
'date of issue'. The 'date of issue' is also not requested on the
web site.
do you really require this piece of data, the 'date of issue'?

Dear Mr Swift
Thank you for your e-mail of 29 January 2010 in response to our earlier
reply of 25 January.
As you are aware, the Vehicle Enquiry System (VES) gives the date of
issue of a Registration Certificate (V5C) if the document reference
number of the latest document issued is provided when making the check
online.
If a customer provides the date of issue shown on the document over the
telephone, we can also authenticate this with the document reference
number.
I trust this clarifies the position.

The response "If a customer provides the date of issue shown on the
document over the telephone, we can also authenticate this with the
document reference number" is noted but does not address the
question. It does however suggest the date of issue is not
obligatory
