Confirmation of claim by Phorm in Vnunet video of 'absolutely legal'

The above are links to a video interview with Kent Ertugrul and
Mark Burgess of Phorm.
In the interview Mr. Kent Ertugrul the CEO of Phorm makes the
following statement,referring to emails obtained from the Home
Office in a previous request.

"No. they weren't asking for advice about behavioural advertising.
We went to er the government to er to make sure that everything
that we did ahem absolutely legal, and in order to do that we had
to explain to them how our system worked and there was some
correpondence between us, er, where we explained to them how it
worked and they gave us back their opinion, which is that its
absolutely legal."

Please supply copies of any correspondence between the Home Office
and Phorm which substantiates the statement that the government
gave the opinion that Phorm was 'absolutely legal'
