Dear Mr Wise,
I would be grateful if you could please clarify what you mean by
'service users'. Do you mean IPCC "staff members"?
Please note that I am writing under section 1(3) of the Freedom of
Information Act 2000:
1. General right of access to information held by public authorities
(3) Where a public authority-
(a) reasonably requires further information in order to identify and
locate the information requested, and
(b) has informed the applicant of that requirement,
the authority is not obliged to comply with subsection (1) unless it is
supplied with that further information.
Your response to this e-mail will enable me to locate the specific
information you require. I will not be able to proceed with your request
until I receive further clarification from you.

Dear Vangie Parker,
By service users I mean complainants and appellants etc as users of
your services which is quite obvious to any reasonable person. If
however your members of staff are also service users then please
apply this request to those particular users of your services. And,
to further assist, I refer to any documents relevant to your
members of staff and their obligations to service users such as
confidentiality policies etc, etc that have to be signed upon
employment or as a condition of service/employment. It is clear
that the IPCC must have some kind of confidentiality policies as
regards, at least, complainants because if a complaint is directly
sent to the IPCC the IPCC seeks consent to pass the complaint to
the relevant police force.
