Confidentiality Afreements

Nick Leaton made this Freedom of Information request to Meteorological Office

The request was partially successful.

From: Nick Leaton

17 December 2009

Dear Met Office ,

From the press I read that the Met Office will no release raw
climate data because of confidentiality agreements.

Can you please supply a summary of which temperature records are
subject to confidentiality agreements and which are not?

In the case of those subject to confidentiality agreements, the
name of the other party to the confidentiality agreement.

When confidentiality agreements have been made, the agreements
themselves.

Details of the requests to have the confidentiality agreements
removed.

Yours faithfully,

Nick Leaton

Dear Nick

Thank you for your email. Please see the following responce from the
Hadley centre.

The Met Office is not in a position to release that portion of the
underpinning land station data for which we have yet to gain permission
from the ultimate rights holders.

The data are owned by other countries and institutions and any such
release would need to be agreed with these data providers. We are in the
process of seeking this agreement from the owners of the underpinning
data, so that we will be hopefully in a position to release more of the
data in the future. The underpinning ocean data component of HadCRUT is
available publicly at icoads.noaa.gov.

We can only release data from National Meteorological Services when we
have permission from them to do so. In the meantime we are releasing data
from a network of stations designated by the World Meteorological
Organization for climate monitoring together with any additional data for
which we have permission to release.

We plan to release as much of the remaining data as possible in stages
following issuance of letters to other NMSs requesting permission to
publish.

Kind Regards

Dear Sara Jane Harris,

Your reply is that you haven't got permission for the data.

I haven't asked for the data so quite why you have choosen to reply
to that question I do not understand. The headline for the request
is that its about the agreements, not about the data that is being
kept secret.

My question was different and it relates to the agreements you have
referred to in your answer.

I want to see these confidentiality agreements, to know with whom
they have been made, etc.

Since the answer doesn't come anywhere near answering the FOI
request, I would like to request an internal review.

Yours sincerely,

Nick Leaton

Dear Marion Archer,

You seem to be under a misimpression of my request. I did not
target the CRU when it came to requesting details of the
confidentiality agreements you had entered into. However, you seem
to have answered it that it is just the CRU that I'm interested in.
This is not the case.

Unless I can find out which data is being kept secret, it is
impossible to go to the source to get the data released in other
ways.

Hence the reason why I've asked for details of the agreements.
You've not addressed this part of the request at all.

Will you answer a subsiduary question relating to your answer? What
are the names of the the people who agreed to this verbal
agreement?

Yours sincerely,

Nick Leaton
