Dear Sir or Madam,

Concurrent Fostering was supposedly introduced to ensure that older
children who may have more difficulty in finding adoptive
placements , would not be left languishing in 'care'

Making it easier for concurrent foster carers to carry on being
paid for children placed with them and obtaining either a special
guardianship order (SGO) or adoption order.

1) Can you please supply Kent County Council's concurrent fostering
age range.

2) How long concurrent foster carers continue to be paid as foster
carers, after obtaining a SGO or Adoption Order.

Dear S Smith

Thank you for your request for information made under the Freedom of
Information Act 2000.

I have been advised that in Kent the Concurrency team provide a service
to children and their parents under the age of two years. We do not
operate the model with older children although this is the model that
they follow in the States. If the individual wishes to see exactly what

Concurrent carers do not automatically continue to receive an adoption
allowance post the adoption order. This allowance is both means tested
using the DCSF means test but it also based on the whether the child's
needs fit the adoption support criteria as set out in the Adoption
support regulations 2005. None of our concurrency adopters have gone
onto become special guardians, they have become adopters.

We did run a project called 'Staying Together' for four years where
foster carers were supported to either adopt or apply for a residence
order for their foster children if they had been with them for a long
period of time. This project ceased two years ago and was not a
concurrency model.

Dear Sir or Madam,

Thank you for confirming that concurrent foster carers have all
gone on to adopt children aged under 2 and not 'special
guardianship'

This hardly seems to be a service provided for 'parents' unless of
course you were referring to 'adoptive' parents. It seems to be an
excellent way of ensuring that 'adoptive' parents receive a baby or
at worst a toddler rather than an older child languishing in 'care'
as it was designed.

Can you please explain why Kent County Council has such a low age
threshold.

Council's policies, you should pursue our complaints process

Consequently, the Council is of the opinion that this latest
communication, when considered in conjunction with all the other requests
for information you have submitted, is a deliberate attempt to disrupt the
Council's operations and is therefore manifestly unreasonable. The Council
has no obligation to respond to requests that are perceived to be either
vexatious or repeated under section 14 (1) & (2) of the Freedom of
Information Act respectively and collectively, your requests fall into
this category. The Council will review this position in three months time
but until then, no further requests from you will be considered.

If you disagree with this stance, you can appeal direct the Information
Commissioner, who oversees compliance with the Freedom of Information Act
2000. This is because there is no-one sufficiently senior within the
Authority that could conduct an independent internal review of this
decision which was made at the highest level. Details of what you need to
