Concessionary travel passes

Robert Eriksohn made this Freedom of Information request to Surrey Heath Borough Council

The request was partially successful.

Dear Sir or Madam,

I would like to make a request as regards to the concessionary
travel arrangements in your authority under the terms of Freedom of
Information Act.

1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department
as disabled on the grounds of being a mental health user or
survivor?

2. If your authority does have such arrangements why was the
decision taken to extend the scheme in this way and what
arrangements are in place?

3. If your authority does have such arrangements does you authority
have some other arrangement beyond the statuary minimum to provide
passes to those with mental health issues?

4. If your authority does not have such arrangements why was the
decision taken not to extend the scheme in this way and has
consideration been given to extending the scheme in this way in the
future?

5. Would it be possible to provide copies of any relevant policy
documents you may have.

Your assistance is greatly appreciated.

Yours faithfully,

Robert Eriksohn

Dear Mr. Eriksohn

I refer to your request for information about concessionary travel
passes. I apologise for the delay in replying - your application was
overlooked.

The Council does grant concessionary travel passes to individuals with
mental health issues but it does not use registration with Social
Services as proof of eligibility. The applicant is asked to provide
proof that he or she meets the eligibility criteria specified by the
DfT. This could be that they have a condition which means that they
would be refused a driving licence or that they have a learning
disability as defined in the Transport Act 2000. Some time ago the
District Councils in Surrey agreed to allow disabled travellers to apply
for extended free travel and for free travel for a companion.
Eligibility will be certified by a GP or other qualified health
professional but still within criteria specified by the DfT. The
intention is that there will be uniformity in the operation of the
scheme throughout the County.

The Council does not have a policy document to which I can refer you.

Yours sincerely

David Taylor
