Dear Sir or Madam,
I would like to make a request as regards to the concessionary
travel arrangements in your authority under the terms of Freedom of
Information Act.
1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department
as disabled on the grounds of being a mental health user or
survivor?
2. If your authority does have such arrangements why was the
decision taken to extend the scheme in this way and what
arrangements are in place?
3. If your authority does not have such arrangements does your
authority have some other arrangement beyond the statuary minimum
to provide passes to those with mental health issues?
4. If your authority does not have such arrangements why was the
decision taken not to extend the scheme in this way and has
consideration been given to extending the scheme in this way in the
future?
5. Would it be possible to provide copies of any relevant policy
documents you may have?
Your assistance is greatly appreciated.
Yours faithfully,
Robert Eriksohn

Dear Mr Eriksohn,
Request for Information under the Freedom of Information Act 2000
We are writing in response to your recent email, and are now in a position
to respond to your enquiry.
We can confirm that Lancashire County Council does not hold the
information that you have requested. Lancashire County Council is not
statutorily responsible for the provision of concessionary travel. Each
district within the NoWcard area is a Travel Concession Authority and as
such decides on concessions available to their residents. Therefore this
request should be directed to the district councils for their response.
The government issued guidance regarding the provision of National
Concession bus passes to disabled persons, see attached. If the disabled
person does not meet the conditions attached an England National
Concession bus pass cannot be issued, though the district may choose to
issue an alternative bus pass.
Details of the District Councils within Lancashire can be found on the
County Council's website at the following URL:
[1]http://www.lancashire.gov.uk/lancashire/...
Links for each District Council on the left hand side of the above website
page will take you through to the websites for each District Council, from
where you will be able to obtain their contact details.
We trust that our response is to your satisfaction, but in the event that
you wish to complain about the manner in which your enquiry has been
handled, you should write in the first instance to The Freedom of
Information Officer, Lancashire County Council, PO Box 78, County Hall,
Preston PR1 8XJ, or email [2][email address]
If, after this stage, you remain dissatisfied, you have the right to refer
the matter to the Information Commissioner, whose contact details are as
follows:
