Dear Sir or Madam,
I would like to make a request as regards to the concessionary
travel arrangements in your authority under the terms of Freedom of
Information Act.
1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department
as disabled on the grounds of being a mental health user or
survivor?
2. If your authority does have such arrangements why was the
decision taken to extend the scheme in this way and what
arrangements are in place?
3. If your authority does have such arrangements does you authority
have some other arrangement beyond the statuary minimum to provide
passes to those with mental health issues?
4. If your authority does not have such arrangements why was the
decision taken not to extend the scheme in this way and has
consideration been given to extending the scheme in this way in the
future?
5. Would it be possible to provide copies of any relevant policy
documents you may have.
Your assistance is greatly appreciated.
Yours faithfully,
Robert Eriksohn

Dear Mr Eriksohn,
Thank you for your Freedom of Information request.
I will respond to your questions in the same order that they are listed
in your email.
1. We don't as such issue a pass to someone with mental health issues as
a blanket rule, but do offer the pass to people that would be refused a
driving license, should they apply. The best way of proving this is with
a doctors letter.
Our scheme is very much based on mobility issues, both through the
capability of the residents, and the restrictions they face in
attempting to travel around the Borough.
2. We do not have such arrangements.
3. We do not have such arrangements.
4. Due to the current costs of the scheme it would be unlikely that we
would look at arrangements to extend the scheme at the present time,
there would also be extra costs in implementing the changes, such as
changes to the leaflet etc. It would also be difficult to administer
such changes and creating a suitable eligibility criteria.
5. The eligibility criteria that we adhere to is the standard criteria
issued by the Department For Transport. This is attached for reference.
I hope that this answers your question satisfactorily, but if you are
unhappy with the reply you have received, I attach a link to the
Council's Complaints Procedure, which is the means by which you may
request the Council to review it.
