Concessionary travel passes

Robert Eriksohn made this Freedom of Information request to Fylde Borough Council

The request was successful.

From: Robert Eriksohn

30 January 2009

Dear Sir or Madam,

I would like to make a request as regards to the concessionary
travel arrangements in your authority under the terms of Freedom of
Information Act.

1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department
as disabled on the grounds of being a mental health user or
survivor?

2. If your authority does have such arrangements why was the
decision taken to extend the scheme in this way and what
arrangements are in place?

3. If your authority does not have such arrangements does your
authority have some other arrangement beyond the statuary minimum
to provide passes to those with mental health issues?

4. If your authority does not have such arrangements why was the
decision taken not to extend the scheme in this way and has
consideration been given to extending the scheme in this way in the
future?

5. Would it be possible to provide copies of any relevant policy
documents you may have?

Your assistance is greatly appreciated.

Yours faithfully,

Robert Eriksohn

Dear Mr Eriksohn

I refer to your recent information request. The council's responses are
set out alongside your questions below:

1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department as
disabled on the grounds of being a mental health user or survivor?

The council provides concessionary travel passes to those who fall within
the definition of an eligible disabled person as set out in the
Concessionary Bus Travel Act 2007. This includes persons who have "a
learning disability, that is, a state of arrested or incomplete
development of mind which includes significant impairment of intelligence
and social functioning". If this is not what you meant by your question,
please contact me again, defining what you mean by "mental health user or
survivor"

2. If your authority does have such arrangements why was the decision
taken to extend the scheme in this way and what arrangements are in place?

The above arrangements form part of the national scheme.

3. If your authority does not have such arrangements does your
authority have some other arrangement beyond the statuary minimum to
provide passes to those with mental health issues?

The authority does not have any arrangements beyond the statutory minimum.

4. If your authority does not have such arrangements why was the
decision taken not to extend the scheme in this way and has consideration
been given to extending the scheme in this way in the future?

No specific decision was taken about extending the scheme, nor is any
contemplated.

5. Would it be possible to provide copies of any relevant policy
documents you may have?

The authority follows national guidance issued by the Department for
Transport (see attached).

Thank you for your interest in the work of the council.

Dear Curtis, Ian,

Thank you for your recent reply.

I was specifically thinking about psychiatric conditions.

Yours sincerely,

Thanks for responding. I think that the answer is that those with such
conditions would be covered by the scheme provided that they fitted
within the statutory definition quoted in the response to question 1.
