Dear Sir or Madam,

I would like to make a request as regards to the concessionary
travel arrangements in your authority under the terms of Freedom of
Information Act.

1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department
as disabled on the grounds of being a mental health user or
survivor?

2. If your authority does have such arrangements why was the
decision taken to extend the scheme in this way and what
arrangements are in place?

3. If your authority does not have such arrangements does your
authority have some other arrangement beyond the statuary minimum
to provide passes to those with mental health issues?

4. If your authority does not have such arrangements why was the
decision taken not to extend the scheme in this way and has
consideration been given to extending the scheme in this way in the
future?

5. Would it be possible to provide copies of any relevant policy
documents you may have.

RE: Request for Information under the Freedom of Information Act 2000
('the Act')

Your email sent on: 29 January 2009 at 23:58 concerning the above refers.

I will respond to your request for information under the Act as itemised
in your email.

1. Does your authority provide concessionary travel passes to those
individuals registered with their local Social Services department as
disabled on the grounds of being a mental health user or survivor?

The Council provides concessionary travel passes and follows the
Department for Transport Guidance. In regard to the term 'survivor' it is
not clear what is meant by this definition and having contacted the Social
Services Department at Buckinghamshire County Council they too could not
provide an answer.

If you would clarify this term the Council would be able to consider this
apart of your request under the Act.

2. If your authority does have such arrangements why was the decision
taken to extend the scheme in this way and what arrangements are in place?

The Council follows the Department for Transport Guidance and
consequently no information is held by the Council in regard to this part
of your request.

Consequently, it is not possible to communicate this
requested information to you.

3. If your authority does not have such arrangements does your authority
have some other arrangement beyond the statutory minimum to provide passes
to those with mental health issues?

Not applicable. Please refer to Item No. 2 above.

4. If your authority does not have such arrangements why was the decision
taken not to extend the scheme in this way and has consideration been
given to extending the scheme in this way in the future?

Not applicable. Please refer to Item No.2 above.

5. Would it be possible to provide copies of any relevant policy documents
you may have.

The Council holds information requested, however, the Council will not
provide this information to you.

As the Council has refused to provide you with this information in its
possession and control I am required to inform you of the terms of the
exemption relied upon and give reasons for the decision to apply it to
your request.

Section 21 of the Freedom of Information Act 2000 - Information accessible
to Applicant by Other Means.
