Concessionary travel

Dear Sir or Madam,

Please could you provide me under the terms of the FOIA a list of
local authorities (excluding London and the devolved
administrations) that issue Concessionary travel passes?

Could you also mark or list separately those authorities that have
extended the scheme to enable users of mental health services to
obtain the concession within their authority, by for example
extending the qualifying criteria to include those who are in
receipt of Disability Living Allowance or are registered as
disabled under the category of being a mental health service user.
