Becky Bbear made this Freedom of Information request to Skills Funding Agency

The request was refused by Skills Funding Agency.

From: Becky Bbear

7 July 2011

Dear Skills Funding Agency,

So far as is possible within the framework of the Freedom of
Information Act, please supply the following:

1. Since the SFA replaced the L&SC as regulator, how many
complaints have been received involving JHP Training (part of the
JHP Group) or Margaret Bardsley Management & Training Ltd.

2. Of the total number of any such complaints, how many involved
'ghost' trainees (meaning trainees/apprentices for whom the
organisations claimed funding but who did not actually exist, or
who were claimed as having achieved qualifications without having
applied to be enrolled on courses); how many involved allegations
of other forms of fraud; how many involved allegations of poor
quality training/assessment practices.

3. Of the total number of any such complaints, how many involved
each of these companies and how many of any such complaints against
each company resulted in regulatory action.

4. In the event that SFA is not the lead regulator for these
companies, please supply press office contact details for whichever
agency/department is lead regulator.

Yours faithfully,

Becky Bbear

Dear Russel,

Thank you for your response and for taking the time to explain the
role of the SFA in relation to the regulation of training providers
for persons over the age of 19.

I am fully satisfied with your response and understand your
reference to SFA not wishing to predjudice, through disclosure,
matters which may involve either SFA itself or other agencies.

Yours sincerely,

Becky Bbear

It seems to me that this was a COMPLAINT and not a request for information, this information could have been dealt with in the form of a letter to the persons responsible for the complaints procedures firstly before a complaint to a higher authority not in the form of an foi request,it does show however that your right in a way FOI requests do get unreasonable or abused, as so far a complaint goes, protocols are in place in the complaints system of every office or department which should be adhered to to receive the attention that you required in this instance

Neil - Thanks for your interest, but your mistaken here.

This was a request for any statitistical information held by the authority which related to the two companies specified - categorised by nature of information held.

How many complaints (if any) received by authority and of those how many falling into each category?

Interestingly, assuming you are interested, this request generated follow-up email enquiries from various media sources.

If your really interested, I just submitted this for a friend - its not a subject area I'm involved with personally.
