Dear Independent Police Complaints Commission,
Under the FoIA I would like the following information regarding
Greater Manchester Police.
1. How many complaints were made to the IPCC about Greater
Manchester Police in 2008 and 2009? Please provide a breakdown of
what complaints were made (e.g. assault, racial abuse, wrongful
arrest, etc.).
2. How many independent investigations were carried out on GMP in
2008 and 2009? Please provide a breakdown of what the complaints
were that were investigated.
3. How many of these resulted in complaints being upheld?
4. How many internal investigations into complaints against GMP had
to be reviewed by the IPCC? Please provide a breakdown of what
complaints were made (e.g. assault, racial abuse, wrongful arrest,
etc.).
5. How many of these were upheld? Which cases were these?
Please confirm acknowledgement of this request.
Yours faithfully,

Dear Mr Lockhart,
Re: Your request
Thank you for your email dated 24th January 2010 in which you make a
request for
information which I now confirm receipt of.
I would like to inform you that there will be a delay in responding to
your request.
The reason for this delay is because the IPCC has over recent months
seen an increase
in the number of information requests it receives and this has in effect
caused a
delay in responding to requests.
I would like to assure you that your request is being processed and once
a decision
has been finalised you will be contacted. I would like to apologies for
the delay and
hope that this does not cause you any inconvenience.
Yours sincerely

Dear Independent Police Complaints Commission,
Please reply to my email and tell me when my request will be dealt
with. It is now a month overdue and I have received no
communication from the IPCC to advise me when to expect the
information I require, and which should by law have been given to
me by 19 February.
Yours faithfully,
Andy Lockhart

Dear Independent Police Complaints Commission,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Independent Police
Complaints Commission's handling of my FOI request 'Complaints
against GMP'.
It has now been two months since I made my original request and the
response is now well overdue. I have received no correspondence
since 29 January despite repeated emails asking for updates on the
progress of my FoI request.
Whether or not the IPCC is getting many requests at present, it is
not acceptable to simply ignore correspondence when the request
should have been dealt with by law by 21 February, regardless of
circumstances.
A full history of my FOI request and all correspondence is
available on the Internet at this address:

Dear Independent Police Complaints Commission,
Please respond to my requests. I have had no correspondence since
29 January despite several polite reminders, and no acknowledgement
of my request for an internal review.
The situation is wholly unacceptable and unlawful, and I will be
writing to the Information Commissioner unless I have received the
information I require by Friday 21 May.
Yours faithfully,
Andy Lockhart
