Complaint regarding FOI response by Government Car and Despatch Agency

Dear Department for Transport,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Government Car and
Despatch Agency's handling of my FOI request 'Organisational
Development and Performance Management'.
Unusually the fully inadequate response to my FOI request implies
that the Department for Transport is responsible for conducting
internal reviews for the Government Car and Despatch Agency.
If I haven't followed proper procedure by creating a new FOI
request then I apologize. As the review goes to a different
organization to the one that originally replied (for some value of
'replied'!) I am at a loss as how to proceed if it is not by this
route.

Dear Georgina Appleton,
Thank you for your e-mail dated 24^th September 2010.
To explain. The Government Car & Despatch Agency (GCDA) is an executive
agency of the Department for Transport. In terms of the Freedom of
Information Act 2000 the Department for Transport Centre and our seven
executive agencies (including GCDA) are classed as one public authority.
However each handles their own FOI requests and deals with any complaints
received.
On this occasion the Department for Transport Centre's complaints
procedure wording was incorrectly included in your response letter dated
14^th September 2010 instead of the correct GCDA wording. I would like to
apologise for this error and can advise that GCDA will be carefully
considering your complaint and will contact you with a response in due
course.
Once again sorry for the confusion.
