Dear Standards for England,
There were local press reports recently stating that Councillor
Reggie Jones, the Sheriff of Chester had been referred to Standards
for England for alleged defamation by Simon Goacher and Julie Gill,
both senior officers of Cheshire West and Chester Council.
This was in connection with the sale of the old County Hall HQ; a
motion lodged at council by Cllr Jones; the subsequent walk out by
the entire Labour group; an Audit Commission Report, and an
allegation that the leader of the ruling Conservative group had not
allowed an opportunity to publicly debate all of the issues.
I have some questions:
1. Has the investigation been concluded?
2. What were the findings?
3. Can you forward a copy of the report?
I assume that if you have indeed concluded the investigation, it
should be a matter of a few working days before you can furnish a
copy of the report.

Dear Mr Cardin,
FOI request reference SBE-12609-ZSWH8
Thank you for your request for information about an allegation
referred to us concerning Councillor Reggie Jones, the sheriff of
Chester. Your request was received on 1 July 2011 and I am dealing
with it under the terms of the Freedom of Information Act 2000.
You asked us for information regarding an investigation into the
above allegation, its findings and a copy of the report.
I attach a copy of the decision notice which was signed and dated 1
June 2011. You will see from this that Standards for England
decided that no action should be taken in respect of the
allegation. The reasons are given on the decision notice.
There was therefore no investigation, and obviously no findings,
and no report was produced. If you have any queries about this
letter, please contact me. Please remember to quote the reference
number above in any future communications. If you consider that the
decisions set out in this letter are wrong for any reason or have a
complaint about the way in which your request for information has
been dealt with you should write to Tim Leslie, interim chief
executive at Standards for England. He will undertake a full
re-evaluation of your case.
If, following review of the matter by the interim chief executive,
you remain dissatisfied with the handling of your request you have
the right under section 50 of the Freedom of Information Act 2000
to apply directly to the Information Commissioner for a decision.
Generally, the Information Commissioner cannot make a decision
unless you have exhausted our complaints procedure. The Information
