Compensation for Damage Caused by the Police

Dear South Wales Police Authority,

During the evening of 21st September I returned home from holiday
to discover that sometime during the previous ten days the Police
had broken into my house, - allegedly because a neighbour had
expressed concern for my safety.

This break-in resulted in -

A broken Front Door

A hole in an inside wall'

What is the procedure for persuading the Police to bear the cost of
repairs?

I have -

Made several telephone calls to South Wales Police HQ in Bridgend

Had a visit from two Police Officers

Written to South Wales Police HQ's Legal Department, enclosing
relevant documentation.

Written to South Wales Police HQ's Professional Standards
Department,enclosing relevant documentation and using Recorded
Delivery.

Yhe ONLY response I've received, (about a month ago), has been a
written acknowledgement of my letter from the Legal Department.

Dear South Wales Police Authority,

I can't request a RE-EXAMINATION of my case given that the ONLY
RESPONSES I'VE HAD TO DATE have been, first, a letter, over a month
ago, acknowledging the letter I sent to the Legal Department, and,
second, a letter, sent on the 2nd November, acknowledging the
letter I later sent to the Professional Standards Department.

Dear South Wales Police Authority,

Rephrasing my question -

When a Police Officer has acknowledged, in writing, breaking into
somebody's house, what is the procedure in your area that the owner
of the property should use in an attempt to try to persuade your
Force to pay for rectification of the damage caused.

First, this request for information does NOT identify anyone,
(although Sgt Hagg has identified his own existence).

Second, - if your Force doesn't know whether it has the relevant
information there is something seriously wrong, - although judging
by the difficulty I had in even discovering that I had to write to
the Legal Department it wouldn't surprise me if your didn't.

As I said to you originally, take the issue to Small Claims Procedure in the County Court.
Additionally if you belive the police were reckless in breaking into your home make a complaint for the criminal offence of Criminal Damage. If they failed to carry out all appropriate and necessary enquiries before breaking into your home they were 'reckless as to whether damage would be caused' by their actions.
Get your MP on the case as well. South Wales Police will continue with brushing you off as long as it is necessary and they see you have taken no action to place them before the courts!
They fully expect you to weary and go away!

I eventually received the full cost of repairs - without needing to go to court. However the police refused to tell me both who had, allegedly, phoned them expressing concern for my safety, and the reason given for that alleged concern.
