Could you please tell me the actual name of the company that the
council contracts to empty the refuse bins. also what is the annual
cost for this service and what reduction/refund, if any, is given
when collection is not completed.

Good Afternoon,
Thank you for your enquiry shown below; the contractor is Biffa Waste
Services, Dock Road South, Bromborough Wirral, CH62 4SQ. The cost of the
Waste and Recycling element of the contract is worth
£ 6.5 million per year adjusted each year by the Retail Price Index.
The way the charges work is that the payment is for collection of the
waste; so in other words if the waste is collected late or early, it is
still collected, and the contribution made via council tax is accounted
for.

Dear InfoMgr, FinDMT,
I wish to inform you that you are incorrect. The waste is not
collected late or early. In fact my waste bins where not emptied
for four weeks which meant that I had to take rubbish to the tip
using my own vehicle. I could not just keep putting filled rubbish
bags on the floor at the side of my bins. I am sure that most
people have to do this when bins are not emptied for long periods
so whoever agreed this contract needs to be spoken to as it is
clearly in favour of the company not the council and more
importantly the council payers. I am assuming that the brown bins
are emptied free of charge then as I was told by street-scene when
I called about the green bins not being emptied that the brown bins
would not be emptied the day they were due and would be left for
four weeks to allow the contractors to catch up on the green bins
that were not emptied? Are the brown bins emptied free of charge or
do the council pay for this? if so what reduction is made for the
missing period? I cannot believe that anyone would agree a contract
worth 6.5 million a year on the understanding that they will get
round to it sometime!
