Would you please provide me with the following information:
How many 'Accredited Persons' have been granted powers under the
Community Safety Accreditation Scheme (CSAS) by the Chief Constable
of your police force?
Please provide details of which powers these people have been
granted.
Please provide details of the organisation employing any
'Accredited Persons'.
Please provide details of the training undergone by these persons
in order to satisfy the requirements of the CSAS in line with
section 40 of the Police Reform Act 2002, relative to each power
granted.
Please provide details of how regularly these persons are checked.
I.e. training up to date and what checks are made.
Please proved contact details of the Officer(s)/Person(s) dealing
with such CSAS in your force.
Please provide details of the criteria requirements for CSAS scheme
in your force.

I enclose our response to your request for information dated 06 December 2010 concerning Accredited persons.
Q1. How many 'Accredited Persons' have been granted powers under the Community Safety Accreditation Scheme (CSAS) by the Chief Constable of your police force?
115 accredited persons in Cleveland
Q2. Please provide details of which powers these people have been granted.

Middlesbrough Local Authority

Redcar & Cleveland local Authority
Q4. Please provide details of the training undergone by these person in order to satisfy the requirements of the CSAS in line with section 40 of the Police Reform Act 2002, relative to each power granted.
It is up to the organisation applying for accreditation to arrange for their staff to be properly trained. We require evidence that this training has taken place as part of their application.
Q5. Please provide details of how regularly these persons are checked. I.e. training up to date and what checks are made.
As per ACPO Community Safety Accreditation Schemes (CSAS) Guidance. We require evidence that the training has been completed. CRB checks are required as detailed below.

Q7. Please provide details of the criteria requirements for CSAS scheme in your force.
Employers must enter into an arrangement with the Chief Officer before any employee within their organisation makes an application. The following requirements are established in the Act.
. The employer is fit and proper to supervise the carrying out of the functions for the purpose of which accreditation is to be granted (Section 41 (4)). The policies and procedures that need to be in place to evidence this are: -
1. A job description and person specification for the posts.
2. A recruitment policy outlining the vetting procedure, which ensures that only suitable persons will be employed.
3. An equal opportunity and a race relation's policy.
4. A suitable training plan for employees, which includes the requirements for Accreditation.
5. A proper supervisory structure, which addresses the need for daily direction and control of employees.
6. An appropriate communication arrangement, which supports accredited staff in their roles.
7. An agreed administrative and enforcement process where the power to issue fixed penalty notices has been granted.
8. a) To comply with the Data Protection Act an appropriate and valid notification with the Information Commissioners Office for the purpose of processing personal information in respect of the prevention or detection of crime and the apprehension or prosecution of offenders.
b) A procedure to deal with Subject Access requests.
Employers have established and maintain satisfactory arrangements for the handling of complaints (Section 40 (9)).
