Dear Sir or Madam,

Under the Freedom of Information Act, I would like to know the
following information:

1) How many staff work in communications, marketing, advertising,
promotions and public relations in your authority. For the
avoidance of doubt this should include staff in a central
department and directorates, plus any retained freelance workers.

2) The structure of communications, marketing, advertising,
promotions and public relation (ie structure chart/organogram with
job roles)

3) The job title of the most senior staff member employed in
communications, marketing, advertising, promotions and public
relation.

4) The age of the most senior staff member employed in
communications, marketing and public relations.

5) The average age of staff members employed in communications,
marketing, advertising, promotions and public relation.

6) The proportion of staff members employed in communications,
marketing, advertising, promotions and public relation holding a)
journalistic qualifications b) public relations qualifications c)
marketing qualifications

I would like to receive the information electronically by this
website.

If my request is denied in whole or in part, I ask that you justify
all deletions by reference to specific exemptions of the act. I

Dear Mr Kemp,

I have now collated some information to respond to your request, and
would also like clarification before progressing this further.

You have asked:

1) How many staff work in communications, marketing, advertising,
promotions and public relations in your authority.
2) The structure of communications, marketing, advertising, promotions
and public relation (ie structure chart/organogram with job roles)
3) The job title of the most senior staff member employed in
communications, marketing, advertising, promotions and public
relation.

West Berkshire Council has a Public Relations Team consisting of a
Public Relations Manager (the most senior staff member of this Team), a
Public Relations Officer and a Public Relations Trainee. The Public
Relations Team sits within the Policy & Communication Service and the
Public Relations Manager reports to the Head of Policy & Communication.
An organisational chart for the Council showing the position of the
Policy & Communications Service can be found here:

Structure Chart). There are no freelance workers.

The Council also has a Print Room and Graphics Team consisting of a
Print Supervisor, (the most senior staff member of this Team), a Graphic
Designer, a Senior Printing Assistant, a Printing Assistant, and a
Graphics/Print Assistant. The Print Room and Graphics Team sits within
the ICT Service and the Print Supervisor reports to the Head of ICT. See
the organisational chart for the position of ICT.

The Council also has a Marketing and Tourism Manager, who works within
the Heritage and Tourism Team and reports to the Heritage and Tourism
Manager. The Heritage and Tourism Team sits within the Cultural Services
Service. See the organisational chart for the position of Cultural
Services.

The Council also has a Libraries Promotions Co-ordinator, who works
within the Libraries Service, and reports to the Newbury Branch
Supervisor. The Libraries Service sits within Cultural Services.

Can you clarify for me whether you want information on qualifications
for all these staff, or only those in the Public Relations Team? I have
established that the Public Relations Team staff have variously, two
public relations qualifications and a journalism qualification. Once I
have this clarification I can check with other staff members if you wish
to progress this request to all staff with a responsibility for
promotional work.

Additionally, staff within all services will produce leaflets,
newsletters and other promotional material as required, but this will
form part of a wider role in the Council, rather than being a specific
promotional/marketing post.

You have also asked for the age of the most senior manager. This is
personal data (and could be linked to individuals since personal details
identifying the more senior managers can be found on the Council's
website) and as such is exempt under the provisions of Section 40
(personal information) of the Freedom of Information Act 2000. This is
an absolute exemption not subject to the public interest test. A copy of
the exemption is attached.

In addition you have asked for the average age of staff members employed
in these fields, but the Council does not collate this data at this
level of staffing. The average age of the overall council workforce was
45 in the last Annual Employment Report (see link to Executive meeting
2009-05-28 and reports on this page - average age is on page 62)
