Dear Sir or Madam,
Please can you provide me with the dates that the Common Seal of
the Council was used since March 2007, along with the names of the
contractors?
In the WESTMINSTER CITY COUNCIL’S PROCUREMENT AND CONTRACTS CODE it
says:
“2.25.6 For contracts over £30,000 the original signed or sealed
contract must be placed in the Deeds Registry once the
documentation has been completed and another kept in the contract
file.”
Therefore, please provide the names of all contractors on contracts
filed including dates in the Deeds Registry since March 2007?

Dear Tanya,
Thank you for your reply, but could I just question, what does
"unacceptable and your complaint is upheld" actually mean? As I and
others have had our complaints upheld, yet there is no improvement
in the speed of service or compliance with the law?
You will be aware that if a resident such as myself does not comply
with the times set by Westminster I am threatened with ever
increasing fines, as per PCN's. Yet when the council break the law
repeatedly, all I have seen is that a complaint is upheld. So this
is why I am asking for a more detailed explanation as to what that
means, and apart from warning letters being sent to departments,
what effect solutions have been put in place to remedy the present
situation?

Ben I don't think it's even a slap on the wrist, looks like it's something mentioned in passing whilst standing around the water cooler.
Even I knew that the information I required would be obtained from the legal department. Now it seems they do not want this information available to the public visiting this site, and want to post it to me. So much for the councils environmental policies.

I am aware of the current postal strike, however it is not possible to
scan the documents because the size of the electronic file is much too
large for electronic submission.
We have an electronic index of Deeds kept in the Deeds Registry but that
is not what you have asked for and that would not give you the
information you seek.
I would therefore be grateful if you would supply a postal address where
the requested documents be sent.

OK no problem Hayley, I can come down to City Hall and collect the
documents from your front desk, and provide full ID that I am
called Blue and a resident of Westminster. As you already have
these documents to hand can we arrange for tomorrow the 29th
October 2009? I cannot see a problem there, can you? I have a very
good scanner so it will not be a problem to scan several thousand
documents to convert them back to the original electronic format.

As you may know by now, I visited City Hal at 13:20, but there was
no package waiting to be collected.
The staff behind the reception did phone you but you were
unavailable. They also tried to phone the team you work with, but
they were also unavailable.
I am reluctant to make another wasted journey to city hall.
Please can you explain why this information cannot be sent
digitally?

I do apologise, the package was actually sent to the collections point
at the back of City Hall and then returned to me when it wasn't
collected. Unfortunately, I have been in court all day and have just
arrived back to find the package back on my desk and your e-mail.
Again, I do apologise.
As stated in my previous e-mail it is not possible to scan the documents
because the size of the electronic file is much
too large for electronic submission.
As also offered, I am more than happy to arrange for these documents to
be delivered to you - by hand if that would assist, if you would provide
an address where they can be delivered too.
I have just myself returned the documents to ground floor reception of
City Hall, I have left them at the FRONT reception desk of City Hall and
signed them in for collection by yourself.
If you would prefer the documents to be delivered to you, I can retrieve
them from reception and arrange for their delivery. Again, I do
apologise for any inconvenience.

Yes Mr Thomas, I have now got the documents asked for, and I can see no reason why they needed to be hand delivered. I will scan them in and either upload them to this site or a separate download server, as information sharing is the point of this website.
