Common Purpose invoices

Dear Sir or Madam,
In response to a previous FOI enquiry[1] Belfast City Council
released copies of invoices relating to expenditure on "Common
Purpose" courses.
However, these invoices were redacted to remove the names of the
staff members and Councillors in question, claiming a section 40.2
exemption.
However, I would submit that Council staff and/or Councillors
attending training courses as part of their duties does not
constitute personal data, and would ask that you release the full
unredacted copies of these invoices.

Dear Mr Jackson
Thank you for your e-mail dated 15 July 2008 regarding Belfast City
Council's disclosure decision in response to a request, received from
another applicant, for copies of invoices relating to the Council's
expenditure on Common Purpose courses.
I should first explain that the personal names of the Councillors on the
invoices were mistakenly redacted and should have been disclosed. In
addition, with regard to the redaction of the personal names of the
Council Staff on the invoices, I should have provided details of the
officer's job title where it was not given in the original invoice.
Accordingly, please find attached new copies of the invoices disclosing
the names of the Councillors concerned and the job titles of the
relevant officers where necessary.
Given that the Council has now disclosed the personal names of the
Councillors concerned, it will consider separately your request for the
disclosure of the names of staff on invoices, i.e. un redacted copies.
You will receive a reply by 12 August 2008.
If you are dissatisfied with how the Council handled your request for
information, you have the right to request that the Council formally
review this decision. If you wish to do so, please write to the Records
Manager, Belfast City Council, Adelaide Exchange, 24-26 Adelaide Street,
Belfast, BT2 8GD.
Should you remain dissatisfied following the Council's internal review,
you can seek an independent review from the Information Commissioner.
Requests for an independent review should be made in writing to: The
Information Commissioner, Wycliffe House, Water Lane, Wilmslow,
Cheshire, SK9 5AF. However I would advise you that the Information
Commissioner has indicated that a review will not be undertaken unless
the Council has first had an opportunity to re-consider its decision.

Belfast City Council has considered your request for unredacted copies of
the invoices, giving the names of the staff concerned, relating to the
Council's expenditure on Common Purpose courses. It has decided that this
information can be disclosed and, accordingly, unredacted copies of the
invoices are attached.
You will recall that I provided you with copies of the invoices relating
to participation by our Councillors with my email of 16 July 2008.
If you are dissatisfied with how the Council handled your request for
information, you have the right to request that the Council formally
review this decision. If you wish to do so, please write to the Records
