Common Purpose Invitations To Tender and Qualifications

I write in connection with your request for information dated 14^th August
2009, asking for the information listed below. We have searched for
information relevant to your request and as directed in Section 1 of the
Freedom of Information Act, BTP can provide the following response.

Please can you provide the following information with regards to Common
Purpose courses undertaken by your staff since 1997:

1. Details of the competitive tendering process and, where applicable,
durations of service contracts you have entered into with Common Purpose.

2. Identities of submitters of rival bids to provide leadership courses
and details of the quotations they gave.

3. Copies of text of invitations to tender which Common Purpose submitted
tenders to your organisation in response to and in which publications
these invitations to tender were advertised.

4. Evidence submitted to your organisation by Common Purpose demonstrating
they have the competence and expertise to provide the services they offer,
qualifications of all of their trainers who have delivered courses to your
staff and evidence submitted to you by Common Purpose of their industry
accreditations or certifications and quality assurance processes.

5. Details of the nature and content of Common Purpose courses undertaken
by your staff.

8. If competitive tendering was not applied to the procurement by your
organisation of services from Common Purpose (which I understand is a
legal requirement for public sector procurement and requiring at least
three bids) please provide an explanation of why procurement rules were
waived.

Dear Sir,

In respect of your request for a review of the response to your Freedom of
Information request dated 14^th August 2009, the original decision has
been reviewed by the Head of Professional Standards and is of the opinion
that the decision still stands.

In line with Section 1 of the Freedom of Information Act 2000 any person
making a request for information to a public authority is entitled:-

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request, and

(b) if that is the case, to have that information communicated to him.

As stated previously, British Transport Police does not hold any documents
relating to any kind of tendering process for Common Purpose courses, nor
any documents relating to audits of Common Purpose undertaken by BTP.
Therefore we cannot provide this information to you.

Once a review has been completed if you are still unhappy with the answer
you have the right to complain to the Information Commissioner. You can
