Common Purpose graduates, expenditure and invoices

John Walker made this Freedom of Information request to Information Commissioner’s Office

The request was successful.

From: John Walker

12 February 2009

Dear Sir or Madam,

In the absence of the courtesy of a reply to Mr
MacLean's request of 19 June 2008 here:

http://www.whatdotheyknow.com/request/co...

I am going to have a try.

Please provide details of:

1. the names and ranks/grades of all employees in your organisation
who are Common Purpose 'graduates'.

2. the total expenditure by your organisation on Common Purpose
courses for each of the years 1997, 1998, 1999, 2000, 2001, 2002,
2003, 2004, 2005, 2006, 2007, 2008 and 2009 to date together with a
copy of the invoice for each Common Purpose course paid for by your
organisation.

By 'Common Purpose', I mean the training organisation of that name:
http://www.commonpurpose.org By Common Purpose 'graduate', I refer
to those people who have passed the advanced Common Purpose
courses.

Yours faithfully,

John Walker

Did you confuse this with the ONS request when saying they didn't reply to the previous request? The ICO seems to have replied fully in the link you give, albeit partially via post, for good reasons.

Dear Mr Walker

Further to my email of 12 February 2009, I am writing in response to your
request for information. As you are aware your correspondence has been
treated as a request for information under the Freedom of Information Act
2000.

As you are aware, this office had previously responded to Mr MacLean,
contrary to what you had been lead to believe. I have previously provided
a copy of that response to you.

For clarity I can confirm that, at the time of Mr MacLean’s request,
only one member of ICO staff was considered to be a “Common Purpose
Graduate”. This was the Communications and External Relations Director,
Ms Susan Fox. (pay grade H). Ms Fox had received training with Common
Purpose in July 2005 and the cost of the training to the ICO was £569.88.
This office does not hold an electronic copy of the relevant invoice,
however I can advise you that a paper copy of the invoice was provided to
Mr MacLean.

I can advise you that since 2005, the ICO has employed a Mr Robert Parker
as Communications and Planning Manager (pay grade F). Mr Parker had
received training with Common Purpose prior to his employment with the
ICO, and hence at no cost to the ICO. Mr Parker considers himself to fall
within your definition of a “Common Purpose Graduate”.

I trust that this information assists you. If you are dissatisfied with
the response you have received and wish to request a review of our
decision or make a complaint about how your request has been handled you
should write to the Internal Compliance Team at the address below or
e-mail [2][email address]

Your request for internal review should be submitted to us within 40
working days of receipt by you of this response. Any such request
received after this time will only be considered at the discretion of the
Commissioner.

If having exhausted the review process you are not content that your
request or review has been dealt with correctly, you have a further right
of appeal to this office in our capacity as the statutory complaint
handler under the legislation.  To make such an application, please write
to the Case Reception Team, at the address below or visit the
‘Complaints’ section of our website to make a Freedom of Information
Act or Environmental Information Regulations complaint online.

A copy of our review procedure is attached.

Yours sincerely

Richard Kerr

Assistant Internal Compliance Manager.
