Dear Isle of Anglesey Council,

Please could you list for me how many employees of Ynys Mon Council
have taken a Common Purpose Course from July 2004 to July 2010 and
what position they hold with the Council.

I realise (without standing under) that Anglesey does not fund
common purpose courses, I just wish to know how many employees have
taken a course and what position they hold.

Dear Isle of Anglesey Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Isle of Anglesey
Council's handling of my FOI request 'Common Purpose Graduates'.

This Council needs to answer FOI requests within 20 days. I will
need this information and an internal review to find out how you
get away with ignoring requests you don't want to answer.

I refer to your freedom of information request for details pertaining to
the number of employees who have taken a Common Purpose Course between
July 2004 and July 2010 and apologise for the delay in responding.

If you refer to courses offered by the Common Purpose Charitable Trust
(Common Purpose UK) then I can advise you that for the purposes of
section 1 Freedom of Information Act 2000, the council does not hold
information relevant to your request. However, if information was held
by the Council, t is likely that the information would be exempt from
disclosure under section 40 (2) Freedom of Information Act 2000 as this
information would be personal to the individual staff members.

If you did not intend courses by the above Charitable Trust, please
clarify what you mean by the term "Common Purpose Course" to avoid any
misunderstanding regarding your request.

I think yo will find that all information you have regarding common
purpose graduates employed by this council will not be exempt from
disclosure under section 40 (2) Freedom of Information Act 2000.

other councils have checked employment records to see if the
information is on employees records, please check your records.

Dear MIRIAM WILLIAMS,

I can confirm that there is only one Common Purpose in the UK. You
will find that you do actually keep this information, you will find
it on individual employment files without too much work.

I would like to know of any Ynys Mon staff in a position off power
that have taken a common purpose training course, this would
include manages, team leaders, heads of service all the way to
directors and councillors.

Dear Beryl Jones,

I did not ask if this Council had participated in any Common
Purpose provision. I stated that I realise that Anglesey does not
fund common purpose courses, I just wish to know how many employees
have taken a course and what position they hold

I asked: could you list for me how many employees of Ynys Mon
Council have taken a Common Purpose Course from July 2004 to July
2010 and what position they hold with the Council.

We have i right to know the declared qualifications of any Council
servant in authority. For some reason you have tried to hide this
information from the public.

Further to your e-mail and the allegation that the Council has “tried
to hide this information from the public” - you have been informed
that the Council does not hold the information you requested and that if
it did, it would be exempt information.

Please see below the reasons behind the issue of exemption: –

Local Authorities must ensure that the qualifications of officers are
adequate and sufficient to undertake their specific roles. The Council
processes this personal information in line with the requirement to
process personal data fairly and lawfully in accordance with the fist
data protection principle set out in the Data Protection Act 1998.
The information you seek would constitute the personal data of
individuals and to provide it would not be fair or lawful processing of
this information. As you are aware, any disclosure under the FOIA is
deemed to be made to the world at large and local authorities are
required by law to exercise caution in relation to the information they
publish under the Act . The information you request is therefore exempt
information under S 40(2) of the FOIA as its disclosure would breach the
first Data Protection principle.

As noted in the report of the Internal Review, if you are not content
with the outcome, please apply directly to the Information Commissioner
at the address provided.
