Thank you for your request under the Freedom of Information Act 2000
(the Act), for information about :
"total expenditure by the Financial Services Authority
on Common Purpose courses for each of the following years: 1997,
1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007 and 2008
to date.
Please also supply a copy of the invoice for each Common Purpose
course paid for by this organisation.
By "Common Purpose", I mean the training organisation of that name:

Your request has now been considered. I can confirm that we hold the
information you have requested and we attach some of the information.
However we are not able to disclose some of it to you because the
following exemptions apply:
Section 40 - Personal information
Section 40(2)(a) of FOIA provides that "Any information to which a
request for information relates is also exempt information if ... it
constitutes personal data which do not fall within subsection (1)".
This absolute exemption applies because the information requested
comprises the personal data of an individual other than yourself which,
if disclosed, would breach the Principles in the Data Protection Act
1998. We consider that it would be a breach of Principle 1 to disclose
this information, as it would not be lawful or fair to the individual
concerned. The individual has not consented to their personal
information being made public and the release of such information may be
detrimental to the individual.
* Section 44 (Prohibitions on disclosure)
Section 44 provides that information is absolutely exempt if its
disclosure (otherwise than under the Act) is prohibited by or under any
enactment. Section 348 of the Financial Services and Markets Act 2000
("FSMA") restricts the FSA from disclosing "confidential information" it
has received except in certain limited circumstances (none of which
apply here).
Confidential information for these purposes is defined as information
which relates to the business or other affairs of any person and which
was received by the FSA for the purposes of or in the discharge of its
functions under FSMA and which is not in the public domain.
In the course of our exchanges with Common Purpose, we have received
information which relates to the "business or other affairs" of the
firm.
Disclosure of any such confirmation is in breach of s,348 of FSMA and is
a criminal offence.
Sections 40 and 44 are "absolute" exemptions, and so it is not necessary
to balance the public interest for and against disclosing the
information.
If you have any queries or are unhappy with the decisions made in
relation to your request please call me. If I am not able to resolve
your concerns I will advise you of the process for an internal review.
If you wish to exercise your right to an internal review you should
contact us within three months of the date of this letter.
If you are not content with the outcome of the internal review, you also
have a right of appeal to the Information Commissioner at:

In answer to your question below, total expenditure by the Financial Services Authority on Common Purpose courses for 2007 amounted to £4,964.38. There was no other expenditure on Common Purpose courses for the following years: 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2005, 2006, 2007 and 2008 to date.
