Please detail total expenditure by West Midlands Police on Common
Purpose courses for each of the following years: 1997, 1998, 1999,
2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007 and 2008 to date.

Please also supply a copy of the invoice for each Common Purpose
course paid for by this organisation.

By "Common Purpose", I mean the training organisation of that name:

Dear Mr Maclean

FREEDOM OF INFORMATION ACT 2000

Thank you for your request for information, received 23 June 2008
concerning training in Common Purpose .

Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, as defined by the Act, subject
to the application of any statutory exemptions. Where consideration is
being given to the application of any exemptions the 20 working day
timescale may be extended under the terms of the Act to a period
considered reasonable depending on the nature and circumstances of your
request. In such cases you will be notified and, where possible, a revised
time-scale will be indicated. In all cases we shall attempt to deal with
your request at the earliest opportunity.

There may be a fee payable for the retrieval, collation and provision of
the information requested, where the request exceeds the statutory limit.
In such cases you will be informed in writing and the 20 working day
timescale will be suspended until we receive payment from you or your
request is modified and /or reduced. If you chose not to make full payment
or modify your request then the request will remain unanswered.

Your request may require either full or partial transfer to another public
authority. You will be informed if your request is transferred.

Dear Mr Maclean

FREEDOM OF INFORMATION ACT 2000

Your request for information, received 23 June 2008 concerning training in
common purpose, has now been considered.

This is not something West Midlands Police (WMP) train as a matter of
course or sponsored at force level. However that is not to say that
individuals have not undergone training under local arrangements or of
their own initiative. In order to retrieve this information would involve
approaching each member of staff.

Please note that researching each individual case would exceed the
appropriate limit (FOIA, s.12 (1)). For West Midlands Police, the
appropriate limit is set at £450, as prescribed by the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004, S.I. 3244.

In accordance with the Freedom of Information Act 2000, this letter acts
as a refusal notice.

I am sorry that we cannot be of further help at this time.

re-examination of your case under its review procedure. If, following a
re-examination of your case by West Midlands Police you are still

West Midlands Police is made up of 21 Operational Command Units (OCUs). Each OCU has it's own training department and Finance Department. Any training arranged locally would be paid for through the respective Finance department.
It would be a simple matter for West Midlands Police FOI department to contact each OCU for expenditure on such training.
