Charity "Common Purpose"; meaning the training organisation of that
name:http://www.commonpurpose.org/home.aspx
On a yearly basis from 2000 onwards , unless of course money was
paid to Common Purpose from an earlier period, in which case please
include information from the earlier period.
1. Name all Elected Councillors who have attended a Common Purpose
course?
2. Name all employees who have attended a Common Purpose course?
3. How much money has been paid to this organisation?
4. Please provide copies of invoices/receipts.

A: Facilities Manager 2002/03, Community Development Officer 2003/04
3. How much money has been paid to the organisation?
A: 2000/01 nil, 2001/02 nil, 2002/03 £3,050, 2003/04 £2,350, 2004/05
nil, 2005/06 £1,500, 2006/07 nil, 2007/08 nil, 2008/09 nil
4. Please provide copies of invoices / receipts?
A: If you provide an address I will be able to send you copies of the
invoices.

Dear Rowbotham, Adrian,
Thank you for your reply, please confirm whether Sevenoaks District
Council has paid any further money to Common Purpose, prior to
2000?
a)The public interests test has been applied else where and is
always in favour of disclose.
b) Because these are civil servants whose money is provided by the
rate payer; therefore no exemption can apply.
c) As a prerequisite to attending a course, graduates sign a waiver
giving permission for publication of their names, employment
position and employers.
c) Where challenged to do so , other Councils have provided this
information willing.
Therefore, please supply ALL information as requested.

Please find the reponse below to your follow up email dated 24 March 2009.
The name of the Facilities Manager who attended a course was Robert Morrison. The Community Development Officer was a junior member of staff and should have an expectation of privacy, therefore I am not willing to disclose his/her name.
I am unable to provide information for earlier years as local authorities are only required to keep financial information going back six years plus the current year.
