the statutory timescale of 20 working days as defined by the Act, subject

South Yorkshire Police has identified all ***Common Purpose*** invoices
back to 2005. Prior to this date, the invoices have been destroyed. The
invoices capture information within the scope of this request, including
the year and the name of the course attended. Please see attached for a
copy of the invoices.
The invoices capture more data than that captured for your request number
20100099 as the data was sourced from a different system. However, the
response for request 20100099 managed to capture data back to 2004,
therefore 20100099 also matches the criteria of your request and can be
accessed via the following link:

Expenditure data prior to 2004, apart from that identified in 20100099 is
not held.

Your request for information has now been considered and I am not obliged
to supply the information you have requested. Section 17 of the Freedom of
Information Act 2000 requires South Yorkshire Police, when refusing to
provide such information (because the information is exempt) to provide
you the applicant with a notice which:
(a) states that fact;
(b) specifies the exemption in question and;
(c) states (if that would not otherwise be apparent) why the
exemption applies.
The following exemption applies to the disclosure of the information:
Section 12 *** Exemption where cost of compliance exceeds appropriate
limit
I have made enquiries with the relevant Department within South Yorkshire
Police and received the following response: -
"To provide a response to the above FOI each related invoice would have to
be examined to extract this information. There are 25 invoices on the
system dated from 1998 to 2010, they are relating to various departments
around the Force. To put a time on the request is very difficult but there
is no doubt it would be very time consuming, it would not be just picking
out the invoices but then looking for the background information at the
different departments.
Even if we put a time slot of 1 hour on each invoice to address the
various questions that would amount to 25 hours."
The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 provide that the cost limit for non central
government public authorities is **450. This must be calculated at the
rate of **25 per hour, providing an effective time limit of 18 hours.

It would appear that, unless the information has been provided by some other means, that South Yorkshire Police have failed to comply with the law.
The ratepayers of South Yorkshire would surely like to know where their money is going, especially in these dire financial times.

Your review request asked that this web site be referenced.
On 14 April it was written:
Please modify my FoI request to accomodate the time limit to the 18 hours you have quoted.
This means that of the 25 invoices you have identified, please process my FoI request for the 18 invoices from 2010 and backwards.
The Appeal has said that Section 12 was correctly applied. Clearly, the comment of 14 April has been ignored.
It is suggested that a reply is sent to the Appeals Committee reminding them of your Appeal, and its reference to this web site, and the comment of 14 April.
SYP to produce all information, as proposed on 14 April, up to the Section 12 limit.

The latest annotation was not from Dean Long.
The comments were provided to direct Dean Long to where SYP had failed to apply due diligence to its alleged review, thereby rendering the results of that review void, and how Dean Long may apply a remedy so as to acquire the information he seeks.
It is also recommended that Dean Long include the Information Commissioner to any further correspondence to SYP, as SYP have failed to comply with the law.

The following information is required:
1. For each invoice:
1.1 The Invoice number and all references to date
1.2 The full name of the beneficiary
1.3 The name of the person who authorised payment
1.4 The email exchanges between South Yorkshire Police and Common Purpose pursuant to the procurement, placement, and payment
2. For each beneficiary:
2.1 The name of the person who proposed the officer to attend the course
2.2 The minutes of the Common Purpose meeting that approved the application of the officer for the course
3. For each course:
3.1 Demonstration of the benefit to the operation of the police force accrued consequent upon attendance of the officer on the course
3.2 Copy of the policy document identifying Common Purpose as the approved training supplier, in turn endorsed by the Police Authority
3.3 Demonstration of Best Value, i.e. that the training was put out to tender
4. Relationship with Common Purpose
4.1 Identify the officers who currently are, or who have been, on the Local Advisory Board of Common Purpose
4.2 Identify the cost to South Yorkshire Police for hosting events, providing attendance at meetings, giving presentations, etc, identifying the officer in each case.
