Dear Ms. Logan,
FREEDOM OF INFORMATION (SCOTLAND) ACT 2002
PROVISION OF INFORMATION
Thank you for your request for information. I have dealt with this in accordance with the Freedom of Information (Scotland) Act 2002 and enclose the information you requested.
The information provided in response to your enquiry has been taken from the Council's accounts receivable system. In respect of the current financial year this may exclude some liabilities which have yet to be invoiced.
Prior to October 2004, the garage premises at East Market Street were used operationally by the Council and therefore no external income was generated. The charge for use of the garage, between October 2004 and March 2006, was invoiced in total in 2007/08. However, the annual income due was accounted for in the Common Good accounts in each year.
The information stored in the accounts receivable system does not enable me to provide the breakdown by type of event at the Meadows you requested and the invoiced income per year is shown in total.
East Market St Garage The Meadows

2008/09 0 31,468
2007/08 261,904 35,090

Dear Freedom of Information,
Thank you for the information provided. I apreciate the breakdown
of income for the Meadows from different events is difficult to
provide and appreciate details are provided for total income for
each year in this regard.
Could you please clarify the details regarding the Garage at East
Market St.
You imply no external income was generated in years 2003/2004 to
2008/2009 other than the £261,904 recieved by the council in
2007/2008. Does this income relate to the letting of the Garage to
Network Rail/Waverley Station from October 2004 to March 2006?
Can you confirm if any internal income was generated to the Common
Good Accounts from the oporational use of the Garage by Council
departments during the years referred to in your response as having
no income?
Yours sincerely,
julie logan

Dear Denise Pryde,
The response letter states;
"I can confirm that the invoiced external income previously advised
for East Market Street garage is in respect of the letting of the
garage to Network Rail from October 2004 to March 2006.
The Common Good accounts did not receive any income from the
operational use of the garage by Council departments prior to
letting the premises to Network Rail. It should however be noted
that neither did the Common Good Fund bear any expenditure for the
property until 2004/2005."
I'm still a bit unclear! Can you please advise if this means that
the rent from Network Rail also did not go to Common Good Account?
Yours sincerely,
julie logan

Hi Julie
Network Rail have been invoiced for rental income, which has been
credited to the Common Good account, which the Council stated in the
original response to your FOI.
Prior to Network Rail renting the site, it was used operationally by the
Council for garaging Council vehicles. No external income was
generated. The cost of maintaining the property was borne by City
Development Department. The City Development Department then
apportioned the costs that they had incurred across the departments who
had been using the garage. There was therefore no profit made by the
City Development department.
I hope that this clarifies the matter but get back to me if it is still
not clear.
