William Old left an annotation (31 March 2009)

Just a reminder to anyone seeking and/or using such figures that "involved" in this context has the meaning assigned by S.170 Road Traffic Act 1988.

For example, if armed robbers see a police vehicle approaching the scene of their crime, drive off at high speed and crash into a wall, killing all the occupants, the police vehicle is "involved" even though the police driver hasn't actually done anything. Ditto, if a stolen vehicle is followed by a police vehicle... this is one of the reasons why police will disengage if the driver of the stolen vehicle drives like a crazy - thus, more and more drivers of stolen vehicles won't stop for police, because they know that it's in their own interests not to.
