Code of conduct for councillors at council meetings

Dear Stockport Borough Council,

Is there any written code of conduct for councillors at council
meetings? The one on 25th February shocked me, not only seeing two
councillors smoking on the town hall steps, (which I now know from
Mr Parnell's show trial is not allowed) - one of the smokers being
an Executive member, Councillor Weldon's phone went off not once
but twice and a new Councillor called Iain Roberts seemed to spend
the entire time on Twitter - below are a sample of his tweets -not
inspiring to my mind.

#stockportmbc Full Council: Cllr lloyd (con) appears to be
critising us for making efficiency savings. Bad lib dems!

CllrIainRoberts:

Cons will not offer amendments or an alternative budget.

CllrIainRoberts:
#stockportmbc Full Council: Cllr syd lloyd (con) runs out of time
whilst accusing lib dems (inc. Me) of lying about tory cuts.

CllrIainRoberts:
#stockportmbc Full Council: Sadly for cllr lloyd, tory leaflets
call for no council tax rise: an extra £5m in cuts. Nice try, Syd.

CllrIainRoberts:
#stockportmbc Full Council: You can't have it both ways, syd. If
you want no tax rise, it means cuts.

Is this what I pay Councillor Roberts to do? I would prefer he
listened to and contributed to the date, preferably making sensible
comments. Bearing in mind Councillor Lloyd had the paramedics
called to him at the start of the evening, returned to the meeting
and worked hard making a good speech on serious issues, not least
of which is the 'top slicing' of services to disabled children, I
am a little surprised by Councillor Roberts' comments.

Stockport Council will respond to your request within 20 working days. If
there will be a charge for disbursements e.g. photocopying in order to
provide the information, we will inform you as soon as possible to see if
you wish to proceed; however such charges are usually waived if they
amount to less than £10.

The Council Meeting Procedure Rules (PR1 in Part 4 of the Constitution)
govern the procedures for conducting Council Meetings and the debate at
such meetings.

The specific conduct of members of the Council is addressed in the Code of
Conduct for Councillors and Voting Co-opted Members (CP1 in Part 5 of the
Constitution).

Dear FOI Officer,

Thank you for that. I note in its advice to councillors the Code
states:-

"You must not—
(a) disclose information given to you in confidence by anyone, or
information acquired by you which you believe, or ought reasonably
to be aware, is of a confidential nature."

The Leader of the Council, Councillor Goddard, sent me confidential
Crown Prosecution documents regarding the town hall protester
(goodness knows how he got hold of them because CPS documents never
enter the public domain). I have tried and tried to raise this
matter with the Monitoring Officer and been totally ignored. How do
I take this very serious breach of the councillors' code of conduct
forward?
