Dear Sir or Madam,
In paragraph 6.3 of the Commission for Local Administration
England's (CLAE) management Arrangements (reviewed in April 2004)
it states:
"The four Commissioners have agreed to be bound by the Commission’s
‘Code of Conduct for Commission Members’ which is based on current
Government guidance to members of NDPBs."
A copy of the Code is not publicly available, please would you
provide a copy. Would you also provide a copy of the document where
the Commissioners agreed to be bound by the Code, and identify if
it applies to all current members of the CLAE.

Dear Hilary Pook,
As identified a copy of the Code of Conduct has been made available
by the Parliamentary Ombudsman ['PO']. The copy that they have made
available is dated 3 October 1995 (amended 9 July 1996, 8 December
1999)..
and is further identified as Gen man/code members: Doc release 36:
February 2000.
If this should not be the current version a copy of the current
version would be appreciated.
The only issue that would remain in relation to this request would
be identification if it applies to all current members of the CLAE
(abrahams, Seex and Redmond (identified as Chair of the CLAE by the
CLAE) and (WHITE identified as Vice Chair of the CLAE by the CLAE).
This is particularly following the Local Government and Public
Involvement in Health Act 2007 s168. It would be appreciated if you
would identify to which of the Commissioners the code applies...
There is doubtless documentation available on this issue as WHITE
was appointed as Commissioner in 1995 (thirteen years ago) and
REDMOND as one on about 12 November 2001 (nearly seven years ago).
The legislation is very clear - a Commissioner can only be a
Commissioner for SEVEN YEARS. Possibly different rules apply to
Ombudsmen appointments by the Crown as the fount of justice

That is the current version, and yes it applies to all current
Commissioners. You have asked separately for copies of the register of
interests( CS/08/0040), so when I respond to that request, this will
provide the documentation you requested that shows the Commissioners
agree to the terms of the Code.
You have referred to the change in legislation in one of your other
requests (CS/08/0042) so I will deal with that there. I am therefore
treating this request as having been dealt with. I trust this is
acceptable to you.
