image file of the coat-of-arms of the City of Oxford.

2 The blazon (that is, the heraldic description) for the
coat-of-arms of the City of Oxford, as found in the grant of arms.

3 A vector graphics file or (less preferably) a high-resolution
image file of the flag of the City of Oxford.

The response contained only the coat-of-arms and blazon. There was nothing about the flag. From observation in the City (especially on the flagpole on top of the Town Hall), the flag seemed to be the logo of the Council (blue, without the text ‘Oxford City Council’) on a white field (‘bedsheet’).
