Dear Sir or Madam,
Up Holland Parish Council purchased in or around 2005 a Speed
Indication Device (SpID) at considerable cost. The arrangements at
the time of purchase, and for a considerable period thereafter,
where that the Community Beat Manager would once a week remove the
device, recharge it, and replace it in a new location.
I understand that the Constabulary has recently cessated this
arrangement, for 'health and safety reasons'.
Please provide copies of the risk assessment or similar undertaken
at the commencement of the arrangement in or around 2005, the risk
assessment or similar subsequently undertaken resulting the the
Constabulary withdrawing assistance, and any other documents which
particularise:- (1) the change in risk requiring the withdrawal of
assistance; (2) any other factors (e.g. cost, police time, etc.)
which contributed to the decision to withdraw assistance; and (3)
the costs of providing assistance for each year assistance was
provided, and the projected costs of continuing to provide
assistance once assistance had been withdrawn.
This is a request under the Freedom of Information Act 2000.

Dear Walker, Paul,
Sorry for my delay in responding to you relating to my FoI request.
Firstly, I do not consider that you have complied with part three
of my request - no information on actual and projected costings has
been provided.
Secondly, I do not consider that section 40(2) of the FoI entitles
you to redact the names of police officers or other staff. A
persons name mentioned in passing within a document is not personal
data. I refer to the guidance issued by the Information
Commissioner's Office on the meaning of personal data.
I would be grateful if you could respond to part three of my
request, and supply your response previously issued, without the
said redactions.
