Dear Edinburgh Council,

Please tell me the size of each class for primary 1, primary 2 and
primary 3 and for each composite class comprising primary 1/2, 2/3
and 3/4, in every school within the control of City of Edinburgh
council for school session 2010-11.

I appreciate that the size of these classes may have changed by the
time the new school session starts, and indeed will fluctuate
throughout the coming school year, but would like the information
in relation to each class size, as per registrations received by
the end of the school session 2009-2010.

Dear Mr Higgins

Thank you for your request for information received on 30 July 2010. I
have dealt with this in accordance with the Freedom of Information
(Scotland) Act 2002 and enclose the information you requested.

Your request:
Please tell me the size of each class for primary 1, primary 2 and primary
3 and for each composite class comprising primary 1/2, 2/3 and 3/4, in
every school within the control of City of Edinburgh council for school
session 2010-11.

Response:
Please see attached. P1 data is not available at present therefore the
data includes an indicative number for the P2 stage of expected P1/2
composite classes.

P1 data will not be available until after the census date of the 23rd of
September. It is not possible to provide it at present without exceeding
excessive costs. Section 12(1) of the Freedom of Information (Scotland)
Act 2002 allows local authorities to refuse requests where the cost of
providing information is considered to be excessive. I have calculated the
cost of providing this information as being in excess of £600 in terms of
staff time and so I am refusing your request under this provision of the
Act. Each school would need to be looked at individually and numbers
worked manually. A breakdown of the work required to collate this
information is as follows:

1. Accessing the database 91 times to extract the current school
organisations and printing these off.
2. Deducting the P7 information from each of these.
3. Calculating the P1 intake
4. The information would then need to be collated and checked for
accuracy.

We assess that this would take approximately 45 hours of staff time at a
cost of around £675.

After the census has taken pace the collated information will be available
around the end of October/early November. Alternatively, the uncollated
information will be available around the end of September/early October -
this would be in the form of individual paper school returns. Please let
me know which of these you would like to receive.
