Dear L&A FOI Liaison Officer,

Citizen Enquiry:

Citizen is a resident of the council area, especially one entitled
to vote and enjoy other privileges there. If it is easier to take a
constrained view on Citizen e.g. everyone but not journalists - all
I would expect is assumptions to be stated.

Enquiry is a question made of the council (usually for a specific
piece of information) and often in a formal, structured way
(sometimes managed by a Council Contact Centre).
