Next to most of the public footpaths across Christ's Pieces and New
Square, there are "no cycling" signs (diagram 951 of the Traffic
Signs Regulations 2002). Such signs are normally only allowed to be
placed to indicate the effect of a "statutory provision" but I
haven't found any such provision in my fairly comprehensive
collection of Cambridge traffic regulation orders. Cambridge City
Council have told me that there is a 1928 byelaw restricting
cycling on Christ's Pieces, but that it doesn't apply to New Square
or to the public footpaths on Christ's Pieces, and that the latter
are owned by the County Council.
Could you please tell me whether the signs on Christ's Pieces and
New Square are placed to indicate the effect of a statutory
provision, and if so, identify the provision or provisions in
question?
