Dear Sir or Madam,
I have previously made this request to Conwy County Borough
Council, but after exhausting the unconvincing excuse that they did
not get several emails regarding the matter, they have finally
decided the question should be answered by you, rather than them.

So...
Under the Freedom of Information Act 2000:
Please provide a copy of the Environmental Impact Study for the ice
rink situated in Colwyn Bay over the Christmas 2008 period.
I understand the ice rink is powered by large diesel
generating/refrigeration plant which will be running 24 hours a day
throughout the period of operation.
I would like to know how much CO2 and other greenhouse gases will
be produced. Also how much soot will be created from the diesel
burnt and finally the quantities of carcinogens and other
contaminants that will be created.
I would also like to know what measures CCBC have in place to
offset the "carbon footprint" created by the ice rink.

The Ice Rink was of a temporary nature i.e. 3 weeks operation and as such
the Town Council did not carry out an Environmental Impact Study.
However, the following information is available:-
The generators/compressors and refrigeration equipment were sourced from a
well-known and reliable supplier and are of modern specification.
All the above equipment operates silently and therefore there is no noise
pollution.
It is stated in your email that the refrigeration plant will be running 24
hours a day throughout the operation period. This is not the case as the
equipment only operated 5 minutes in every 30 minutes.

unanswered, which is how much CO2 and diesel soot, other pollutants
etc were released as a result of the Christmas Ice-Rink, and what
was done to offset its 'carbon footprint'

I reiterate that, as previously stated in my email that the Town Council did
not carry out an Environmental Impact Study, therefore the details that you
seek were not recorded and records do not exist.
I have been advised by the Information Commissioner's Office that Section 8
(1)(b) of the F.O.I. Act 2000 states that an application for information
must include the name of the applicant and address for correspondence.

I assumed that was correct, given that environmental health, health and safety, licensing, planning etc. departments that are likely to have been involved in carrying out the study are based at the County Council, rather than Town Council, to the best of my knowledge.
