I am writing to request an internal review of Elmbridge Borough Council's handling of my FOI request 'Choice of Recycling Services Provider'.

I have recieved a response to my request that did not actuall cover the request I put forward, the information I was sent was about one meeting for the renewal of the contract, not about the original contract as requested. It also does not cover the request for information for documents relating to the research undertaken before selecting the provider. This would include any calculation of the carbon foot print of the waste during transport to its end destination, or any other environmental impacts related to the choice of contractor

Thank you for your email requesting a review of the Council's response.

I have been happy to look at this request again in consultation with the relevant Head of Division. There had been an assumption on our part (mistaken we now acknowledge) that the significant contract extension in 2009 would have been of more interest (and provided more current information) than the historic position. We did consider that Veolia's offer of two years ago was generally more relevant to recycling provision than the 2003 tender. However, we are pleased to disclose available information from the time of the original award.

I am pleased to attach the comprehensive report to Cabinet from February 2003 when the merits of the contract award to Cleanaway (the predecessors to Veolia) were considered. There is no other selection material retained from this time. The information was at the time exempt and considered in private, but it is now available for release. Likewise the minutes from the time were then confidential but are now attached. The minutes from the Council meeting when the Cabinet recommendation was approved are also attached. The report and minutes are not available on the Council's website and have had to be sourced separately.

Dear Mr Pollard,

Further to the attached. Unfortunately due to an error on my part I
quoted the wrong inspection date. The sentence should read

'As far as the MRF operated by Grundon at Leatherhead is concerned, I
understand the EA last inspected the facility on 27 July 2010 when no
breaches were identified.'
