Dear Sir or Madam,
What was the total expenditure of the Council on leisure and
recreation in 2007/08?
What was the total expenditure on children’s play services and
facilities in the same year for those aged under 16 years?
What amount of this came from either Big Lottery and/or Central
Government funding?
What was the estimated population of the authority area in the same
year?
What was the total estimated population aged under 16 years in the
same year?
If available, what proportion of use of leisure centres and
recreation facilities was by children aged under 16 years in the
same period?
If appropriate, what was the % use of Libraries run by the
authority by children aged under 16 in the same period?
If appropriate, in the years from its introduction what has been
the expenditure by the authority under Section 508 of the Education
Act 1996, and what proportion went to voluntary agencies?

Freedom of Information Request
I am writing to acknowledge the receipt of your information request. The request will be managed according to City of York Council's Freedom of Information Policy and the Procedure for Responding to FoI Requests. The Freedom of Information Act gives you a right of access to information. City of York Council believes in open government, and, as promised in our Information Management Charter, we will provide the information you request, unless it falls under an exemption set out in the Act. If all or some of the information you request falls under an exemption we will explain why in our response to the request.
Your request has been passed to Jo Gilliland the service manager in Culture & Lifelong Learning section, to locate the information, she will contact you directly if it is necessary to clarify your request further. We will respond to your request within 20 working days from the day after receipt of the request which was, 21st April, but if the service manager needs to seek clarification the 20 days will re-start from the date when this happens.
You will be asked to pay for any disbursement charges for preparing the information for you, such as photocopying and postage, but that is all. You will be informed of the charge as soon as it can be established. If you have an upper limit in terms of cost please inform the service manager as soon as possible.

Thank you for your request for information. To be able to respond I will need to know:
What services are you including within your definition of "leisure and culture"?
What kind of expenditure are you enquiring about? Are you referring to revenue or capital or both? If revenue, do you wish to have capital charges, support service costs, etc. included or should these be excluded?
You may find it helpful to define your requirements by reference to CIPFA categories (indeed the CIPFA service exists for the purpose of providing this kind of comparative information.
