Dear Sir or Madam,

Please explain why you can supply records for children placed in
Kendall House children's home by Kent County Council at no cost but
not children placed the childrens' home Haut de la Garenne in
Jersey.

'We have searched the records we hold and can find only 6 girls
being placed in Kendall House Children's Home during the period
1976 - 1986.'

It appears from your records that you do not hold figures prior to
1990, yet with reference to the Kendall House Childrens Home based
in Gravesend Kent you hold records that go back to at least 1976.

Quote:

'The problem is that we do not have electronic records going back
this far and it would therefore be very difficult and time
consuming to trace individual children by reviewing individual
index cards/archive files. We estimate that to extrapolate and
collate the information you require would involve more than 18
hours work, which at the £25 hourly rate set by the Department of
Constitutional Affairs, would exceed the £450 cost limit.
Therefore, under section 12 of the Freedom of Information Act 2000,
we are not obliged to comply with your request and are exercising
our right to refuse to deal.

The electronic records we do hold have been reviewed and indicate
that there were no placements in Jersey post 1990. We would suggest
that historically the same applies although we can not confirm this
is 100% accurate.'

Dear Mr Gerrish

Thank you for your request for information made under the Freedom of
Information Act 2000.

We were only able to tell you about the girls placed at Kendall House for
the period 1976 to 1986 because we have a list of Kendall House files for
this period. This list also shows which authorities placed the girls in
the home. If we didn't have this list we would not have been able to give
you any information for the same reasons we couldn't for the Jersey
records. The reason we hold this list is because we store the Kendall
House records on behalf of the Church in Society who own the records.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
